In the desorber the soil is heated to a temperature high enough to evaporate the PCBs from the soil. Other components that will evaporate at the desorber temperature such as water (from soil moisture) and organics such as oils are also removed from the soil. The gas stream that contains this material exits the desorber and is drawn by vacuum into an emissions control system. Water, PCBs and the other organics are condensed in the emissions control system. Water is separated, treated to remove PCBs, and then added back to rehydrate the treated soil. The separated organic liquids that contain the PCBs removed from the soil are collected for further treatment. The small stream of non-condensable gas is treated through a HEPA (high efficiency particulate air) filter and carbon filter before exiting the system. The emission rate is about the same as that of a bathroom vent fan. The liquid organic that is collected and contains PCBs will be treated using the Base Catalyzed Decomposition (BCD) process. BCD is a chemical process that was developed by the EPA as a non-incineration alternative to remediate liquids, sludge, soil, and sediment contaminated with halogenated organic compounds, especially PCBs, pesticides, some herbicides, and dioxins. The process removes the chlorine atoms from the PCB molecule that converts the PCB into in a non-hazardous biphenyl. A fuel recycler could then use the material to burn for its heat value. Soils exiting the desorber are discharged after rehydration to bins. The bins are analyzed. If the soil meets the treatment requirements, it is moved, stockpiled and eventually returned to the cleaned landfill. Soil that does not meet the treatment requirement is retreated.
