I want to thank you and the other IT folks for coming to the PCB Landfill Detoxification Project
groundbreaking and for bringing your display material. It really helped for the community to see IT's
continuing commitment to all aspects of the project.
We were very pleased with the event and the press coverage that we received. I have enclosed a copy of
the article that was included in the Raleigh News and Observer along with the downloaded text stories from
a few other papers. I think we all have photos to share. I'm having the ones our DENR photographer made
put on a CD and will send you some of the shots later. Make sure to send me some of your photos also.
Also thank Bill Gallagher and John Clup for their help. I know they had a little trouble getting the trailers
set up, but having the official project sign, trailers and equipment on site for folks to see presents such a
positive picture that something is actually happening. The delivery of the portable toilets was also very
timely for the event.
I also appreciated he opportunity to meet David Jaeger and hope to have the opportunity to talk with him
again as the project progresses.

Thank you for all the county's support of the groundbreaking ceremony for the Warren
County PCB Landfill Detoxification and Redevelopment Project.
We appreciate the refreshments, tents, chairs and other equipment that Warren County
supplied plus the labor to help get everything ready. Please convey a special thanks to
Robert Dunston and his crew for all their help and hard work. Robert set our mind at
ease by meeting with us at the landfill on Thursday the 7th to discuss the layout. He was
very helpful in obtaining some of the extras (flags, microphone, podium, etc.) from your
resources so we did not have to bring these things from Raleigh. Robert and his crew
were there bright and early on Monday and were already getting started when we arrived.
They also did a great job of taking things down and cleaning up after the event.
Hopefully, there will be another groundbreaking we can work together on in the not too
distant future: the construction of recreation facilities to redevelop the site and benefit
the citizens of Warren County.

CLEANUP INJTIA TION AT THE WARREN COUNTY PCB LANDFILL
RALEIGH-Warren County residents and community leaders will join Rep. Eva Clayton, Department of
Environment and Natural Resources' Chief Deputy Secretary Dempsey Benton, environmental contractors and
state government officials to break ground at the PCB landfill in Warren County Monday at l lam.
The ceremony celebrates the community's first tangible step in it's effort to detoxify the landfill's
contents, contaminated soil gathered from over 210 miles of North Carolina roadsides after an illegal PCB
dumping episode. Constructed in 1982, community protests against the landfill are often referred to as the
"birth" of the environmental justice movement.
The ceremony, which is hosted by the Warren County Community Advisory Board and DENR, marks
the first step in preparing the site to detoxify the 1andfill 's contents. After the site is cleared, treatment
equipment is scheduled to arrive by year's end with soil treatment beginning early in 2002. The IT Group, an
environmental contractor, will conduct the detoxification.
The process used to detoxify the soil is known as "base catalyzed decomposition." In BCD,
contaminated soil is mixed with baking soda and then exposed to high heat. The evaporated PCBs are then
separated and combined with other chemicals in a separate reactor to complete the PCB decomposition.
Both the process and the contractor were chosen through collaboration between the board and DENR's
Division of Waste Management. To date, the North Carolina legislature has appropriated $9.6 million for the
project. The current funds , despite the U.S. Environmental Protection Agency's contribution of support and
services, are not sufficient to complete the project but will be adequate to prepare the site, construct facilities and
treat one-third of the contaminated soil.
Current estimates place the amount needed to complete the project at $7.5 million. Board members hope
to raise the funds from private, federal and state sources. If detoxification is completed, the community plans to
turn the former landfill site into a recreation area. If funding is not obtained, the equipment will be removed and
the site will be restored as a landfill.

WORK TO BEGIN ON WARREN COUNTY PCB LANDFILL
DETOXIFICATION
RALEIGH-The state of North Carolina took a significant step toward fulfilling its promise to detoxify
the Warren County PCB Landfill. The state executed a contract between the Department of
Environment and Natura] Resources and The IT Group. The contract outlines plans to remove and
destroy the PCBs (polychlorinated biphenyls) from the landfill soil and aJlow for redevelopment of the
site.
The IT Group received the detoxification contract based on its low bid of $13.5 million. The project
will consist of two phases. Phase I includes preparing the site, instaJling utilities, constructing facilities,
mobilizing equipment, performance testing, and treating a limited amount of material. Phase II will
complete the detoxification and aJlow the site to be redeveloped. Current funding is sufficient to
complete Phase I, which will cost $6.6 million.
The contract is a product of the collaboration between DENR's Division of Waste Management and the
Warren County community. Since 1994, both groups have worked together to select and test an
appropriate treatment technology and to design and implement the detoxification project. The Genera]
Assembly supported the process through legislation introduced by Senator Frank Ballance and
Representatives Stan Fox and Jim Crawford.
The legislature has provided funds totaling $9 .6 million and the US EPA pledged support through
in-kind services. EPA' s contribution allows funds to be spent on other project requirements. Because
additional funds are needed for Phase II, federaJ, state and private funds are being pursued.
The landfill was constructed in 1982 to contain PCB-contaminated soil from over 2 IO miles of North
Carolina roadsides. The contamination resulted from the illegaJ disposal of transformer oils containing
PCBs. The roadsides were listed as an EPA Superfund site and the landfill was constructed to dispose of
these soils. Warren County residents vehemently opposed the location. Their protests are considered by
many the "watershed event" that started the environmental justice movement.
The IT Group, Inc. provides consulting, engineering and construction, infrastructure, water, facility and
environmental management services. A wholly owned subsidiary of The IT Group, IT Corporation will
use resources from their Morrisville, NC and Trenton, NJ offices. Other services and supplies will come
from locaJ subcontractors and businesses. LocaJ residents will also be hired for the detoxification effort.

• The Warren County PCB Landfill contains soil that was contaminated by the illegal
spraying of oil containing PCBs from over 21 O miles of highway shoulders. Over 30,000
gallons of contaminated oil were disposed in 14 North Carolina counties .
• The landfill is located on a 142-acre tract of land on the east side of SR 1604
approximately 1.5 to 2.0 miles from the intersection of SR 1604 and US 401. This
location is 3 miles south of Warrenton. The state owns approximately 19 acres of the
tract and Warren County owns the remaining acreage surrounding the state's property.
The containment area of the landfill cell occupies approximate 3.8 acres and is enclosed
by a fence. The landfill surface dimension is approximately 300' x 550' with a depth of
approximately 25' of contaminated soil at the center. The county property is
undeveloped and the adjacent land is either undeveloped or used for agricultural
purposes .
• EPA permitted the landfill under the Toxic Substances Control Act. The landfill contains
approximately 40,000 cubic yards (equivalent to 60,000 tons) of contaminated soil. The
landfill is equipped with both PVC and clay caps and liners. It also has a dual leachate
collection system. The material in the landfill is solely from the contaminated roadsides.
The landfill was never operated as a commercial facility.
• The landfill is located in the Shocco Township of the county. The population numbers
approximately 1,000. Seventy-eight percent of the township residents are nonwhite and
29 percent of the residents have incomes below the federal poverty level. Warren
County is an economically depressed community and has been designated as a Tier I
county for economic development.
• Residents of Warren County and civil rights leaders vehemently protested the location of
the landfill in Warren County. These protests are considered the "watershed event"
which brought ''environmental justice" to the national level.
• Environmental Justice recognizes the concern that minority populations and/or
low-income populations have borne a disproportionate amount of potential adverse
health and environmental effects. EJ calls for the "fair treatment for people of all races,
cultures, and incomes, regarding the development of environmental laws, regulations,
and policies."
• In 1982, then-Governor Jim Hunt made a commitment to the people of Warren County.
He stated that if appropriate and feasible technology became available, the state would
explore detoxification of the landfill.
• In 1994, a Working Group, consisting of members of the community and representatives
from the state, began an in-depth assessment of the landfill and a study of the feasibility
of detoxification. The Working Group selected Base Catalyzed Decomposition as the
most appropriate technology. Tests using landfill soil and designs for the construction
and operation of an on-site treatment facility have been completed. Approximately $1.6
million of state funds was spent at this time.
• BCD is a non-incineration, chemical dechlorination process that destroys the PCBs,
dioxins and furans. Destruction of the PCBs to non-toxic compounds will eliminate
further regulation of the site and permit unrestricted future use. Chlorine atoms are
chemically removed from the PCB and dioxin/furan molecules, and replaced with
hydrogen, to form biphenyls, which are non-hazardous. Treated soil is returned to the
landfill and organics are recycled or disposed off site as a non-hazardous waste.
• In 1999 the General Assembly appropriated $1 million and reserved an additional $7M to

be released if matching federal funds could be found. The EPA pledged in-kind services,
which were considered a "match". This enabled the project to move forward.
• EARTH TECH, an environmental engineering firm, was hired in November to serve as
an oversight contractor.
• A public bid opening was held on December 22, 2000. The IT Corporation, with a bid of
$13.5M, was the apparent low bidder. Existing funds are sufficient to fund Phase I. An
additional $7.5 million will be needed to continue with Phase II. Phase I will finish at the
end of 2001. Additional funding will be needed by the fall of 2001 .
• On January 30, 2001, the state construction office awarded the contract for detoxification
to the IT Corporation, a subsidiary of the IT Group. The official start date for the project
is March 12, 2001.

1. When will the work begin?
A. The general contractor, The IT Group, will begin site clearing on Jllllc 4th• Construction of the

2. What is the BCD treatment process?
A. BCD stands for base-catalyzed decomposition. Soils and a small amount of sodium bicarbonate
(baking soda) arc heated in a thermal treatment llllit lllltil the polychlorinatcd biphenyls (PCBs)
evaporate and arc separated from the soils into a gas stream. The gases arc cooled to collect the
PCBs, which arc then treated in a separate reactor. Base, such as sodium hydroxide (lye) is added
to the reactor as a catalyst to speed up the breakdown, or decomposition, of the PCBs. Exhaust
gases are treated with activated carbon before discharge to the atmosphere. Because the gases arc
cooled to below air temperature, the discharged gas stream has a very low flow rate, less than that
of a bathroom vent.
3. How do we know this treatment is safe?
A The contractor must first prove to the Environmental Protection Agency (EPA) that their system
is cff cctive and will meet the tight standards for thermal treatment of PCBs. The contractor will
first prepare a pennit application that will be reviewed by the North Carolina Department of
Environment and Natural Resources (DENR). The permit application will then be sent to EPA
for approval. Once the permit is approved, the contractor will ready their equipment for
treatment and then conduct a preliminary test and three full-scale treatment tests. This is called
the performance demonstration. EPA will monitor these tests and pcrf orm air sampling of the
treatment equipment The oversight contractor will collect air samples on the perimeter of the
property for comparison with health-based standards. Only when the contractor has demonstrated
that their process is safe and cff cctive will they begin treatment of the remainder of the landfill
soils.
4. When will they start treating the soils?
A The performance demonstration test is scheduled for January and February of 2002. Treatment of
the soils will continue if the sampling results show that the process is effective and safe and if
funds are available to continue the decontamination project.
5. Will any materials go off-site for treatment?
A The objective is to treat all materials on site. Treated soils will be tested and then placed back
into the landfill if they meet the treatment standards. The collected PCBs will be treated and the
resulting oils will be sent to a recycling operation for use as in fuel blending. Only if the
collected PCBs cannot be treated or if there is no recycling option at the time will they be sent off
site for incineration. The expected volume of collected PCBs is small, much less than one
percent of the total volume of soils that will be treated.
In addition, the landfill liner and any large debris that cannot be treated on site will be sent off site
to a landfill. This volume will also be much less than one percent of the landfill soils.

The purpose of this meeting was to inform the
community and particularly residents in close
vicinity to the landfill of the air sampling and
site preparation work that will begin in mid-
May and June.
The meeting began with a welcome from Dol-
lie Burwell, chair of the Citizens Advisor
Board. A video was shown to give residents a
visual idea of what to except to see on the site
followed by Jim Cloonan for Earth Tech ex-
plaining, "What is Project Oversight".
Volatile organic compounds (VOCs) are
those compounds which are very volatile
and are found in the gaseous state. Com-
pounds in this group are similar to the
"smell" of VOCs from fingernail polish,
the emissions from a magic marker, or the
vapors from floor cleaners. Ambient air
sampling for VOCs will involve trapping
an air sample in a stainless-steel container
(canister) where the VOCs are retained.
The canister is returned to the laboratory
for analysis. The amount of VOCs de-
tected are then compared to EPA' s na-
tional database.
The final category of pollutants we will
monitor at the Warren County Landfill
will be PCB, dioxins, and furans. These
compounds are very toxic. As with the
other ambient air monitoring methods, we
will pull a large volume of air through a
filter and a polyurethane foam plug (PUF
plug) to trap out the PCBs/dioxin/furans

cussed the different methods of air sampling
that will be used on the site. Ambient air moni-
toring will be performed at the Warren County
Landfill to evaluate the air quality and docu-
ment that harmful air pollutants aren't leaving
the site during cleanup. Monitoring of the am-
bient air involves three groups of pollutants.
They are:
• Particulate matter (PM);
• Volatile organic compounds
(VOCs); and
from the air. The PUF plug is the same material that is found in
automobile seats and padding for chairs. It is perfect for retaining
(extracting) the PCBs/dioxin/furans from the air. After sampling,
the filter/PUF plug is returned to the laboratory for analysis and the
results compared to EPA's national database.
• PCB/dioxin/furans.
Monitoring for particulate matter (PM) in-
volves filtering ambient air containing particles
through a pre-weighted quartz fiber filter where

ACTIVITIES IN APRIL
A meeting to discuss the process for obtaining the federal
permit to operate the BCD process was held on April 24 at
the NCDENR offices in Raleigh. This meeting was attended
by representatives ofNCDENR, Earth Tech, and the EPA as
well as representatives ofIT Corp and Midwest Soil Reme-
diation, Inc., who will be their subcontractor for the BCD
process phase of the project.
Topics discussed at this meeting included the procedures and

Also discussed was coordination ofEPA's contribution ofin-
kind services, which will be in the form of providing sam-
pling and analytical services during the proof-of process
demonstration test.
IT Corp. finalized several major subcontracts for the site
preparation phase of the work, which is to be performed be-
tween June and November. These subcontracts were awarded
to Kearneco Grading , Ellington and Son, Inc. and Yancey
Electric Service, Inc. and have a total value of over $865,000.
IT Corp also awarded an additional $20,000 of work to two
local firms, Hargrove's Fencing and Installing Service and S.

S.T. Inc., for site fencing and monitoring well abandonment
work to be performed between June and August.
SCHEDULE
fn May activities will include further subcontracting and pur-
chasing efforts, submitting applications for local, state and
federal permits to the appropriate authorities, and submitting
to Earth Tech and NCDENR various designs and plans re-
quired by the contract and which must be approved before site
work can begin.
Mobilization to the site is scheduled to begin the week of June
4. The site preparation phase of the work, which includes
clearing and grubbing, grading and installation of a new water
main and stonn drain systems, fencing, concrete pad, pole
barn building, and electric service and distribution systems, is
expected to extend into November.
Mobilization of the BCD process equipment will occur after
approval is received from EPA TSCA officials in Washington
to proceed with the demonstration test. Based on the antici-
pated schedule for submitting the permit application and EPA
review time it is expected that equipment mobilization will
occur in January 2002.

The unfinished business at the last meeting induced: Mike Kelly updated the CAB on the Warren County
Commissioners meeting he attended and stated the Commissioners support effcrts to secure the additional $7.5
million necessary to complete the Detoxification process. Mike also informed the CAB about he conference
call with Sandra Gardei of Congresswoman Eva M. Clayton 's office with additional representatives from
EPA, DENR, and DOD to discuss additional funding.
Pat Backus updated the CAB about the detoxification project initiation meeting with IT Corp., Earth Tech, and
DENR. The purpose of the meeting was to allow some of the individuals that will be involved in the project to
meet and review some of the activities needed before construction could began (e.g. schedule of values, submit-
tals, permitting etc.) She also spoke about the HUD Notice of Funding Availability NOFA that Dollie Burwell
spoke about at the last meeting. She said that while there is a special program called The Brownsfield Economic
Development initiative that does provide some remediation money, it has to be tied to matching Section 108
Funds. The application for the grants would have to me made by the county.
Robin Green updated the Advisory Board that over 300 post cards have been mailed to six North Carolina
State Representatives requesting support for additional funding for the project.

Both IT Corp and Midwest Soil Remediation anticipate hiring local person-
nel for this project, including heavy equipment operators, mechanics and
laborers. Training in hazardous waste operations will be provided. These
jobs are expected to begin at about the time the BCD equipment is mobi-
lized and continue for the remainder of the project. This mobilization is
now scheduled for January 2002 but may be as early as November 2001 if
the federal permit process can be expedited. Interested applicants can ob-
tain applications from Sandy Wi11iams at the Warren Family Institute and
return them to her to be forwarded to IT Corp.

Your 1983 promise to the citizens of Warren County for detoxification of the PCB
Landfill is becoming reality! There are not many positive elements to the cleanup and disposal
of PCB ' s but this is certainly an opportunity to return credibility to all of state government -
" We keep our commitments".
The technology for detoxification is a safe and effective process, a contractor has been
selected to implement the detoxification project, and the initial physical event is June 11 th at
11 :00 am on the PCB Landfill site.
There is a lot of history to this project and your assistance to initiate detoxification will
be another historkal event for you, North Carolina and the citizens of Warren County.
You may not remember me personally, but I was the engineer that located the site,
assisted in design and permitting, served as the state's expert witness in litigation and have been
responsible for operating and monitoring the site for the past 18 years (seems much longer).
This is a historical event for all of us and we would sincerely appreciate your participation and
leadership in this event.

Thank you for the inv itation and the information about the ground breaking at the
PCB Landfill in Warren County. I would very much have enjoyed participating but
I have a long-standing commitment to be on the West Coast from June 10 to 14 and
will not be able to attend. I would hope to be able to attend the open house
when that occurs.
I appreciate your thinking of me; I was not then, when chair of the committee,
and am not now an expert on the subject of detoxification of such landfills . It
was a case of what might now be called "conflict resolution." I would, however,
be interested in the outcome. Part of the problem was the failure of the State
to adhere to its commitments to monitor and maintain the landfill.

Hello all:
We had a very productive conference call this morning (Dollie, Pat B., Diane, Loria, Emily), and a lot
of things have started falling into place. This is a recap of that call:
1) Food: We will serve light refreshments, bottled water, sodas, pre-packaged individual snacks, and
not a lunch. Emily will inventory items with Pat Backus and get the refreshments this weekend after we
have a feel for how many people will be there. (Emily--let us know about coolers, ice, etc. if you need
some support there.
2) Program: I will give the introductory remarks, Rev. White the invocation, Day Care to do the
pledge; Bill Meyer will discuss the historical perspective, Mrs. Clayton will discuss the federal
legislative perspective, Senator Ballance the state legislature perspective, Mike Jones-Cty
Commissioners--discuss the commitment of the county and the plans for redevelopment, Dempsey
Benton, DENR's involvement; Dollie will give "closing remarks"--recognizing visitors and special
guests; we will then have a shoveling of dirt; those on the shovels will be Congresswoman Clayton,
Dollie, Massenburg Kearney, Dempsey Benton, Senator Ballance and Mr. Jones. Dollie to talk with
Mrs. Clayton and Rev. White; Lotia to Mr. Jones; rvJike to Mr. Benton; Diane to Mr. Ballance; Pat to
Bill Meyer; we'll see Mr. Kearney at the meeting Thursday.
3) Equipment: Loria will contact the maintenance folks about tables and chairs; rvlike and Pat will
make arrangements for setup on Monday morning. Loria has arranged for two "funeral" tents (L01ia, let
us know the contact so we can arrange set up on Monday as well). Loria will get the shovels; Mike and
Pat will ,mange for a podium and perhaps a raised platform; Mike will mark off areas for parking and
setup. (Pat and I have already spoken with the maintenance folks and will meet them on Thursday.)
4) Invitations have gone out; Congresswoman Clayton will be there. If you think of someone we need
to invite that perhaps did not get an invitation, let me know and we'll check the list. Bil1 Meyer still has
not heard back from Gov. Hunt; Diane--were you able to get up with Sonya Barnes? Dollie has left a
message at Carolyn Coleman's home.
**** Jim and Nan and Phaedra: Dollie wants to be sure you have sent an invitation out to all of
"your contacts" in the environmental community.
5) Press release: A draft press release has been completed; Pat will work with Chrystal and get the
word out; Emily has talked to local radio stations and the local papers. Chrystal--can you get with Don
and Johanna, if necessary, and make the appropriate TV contacts (we had a couple of the stations at our
meeting in October)?

Also, Larry and I were discussing some of the items that are on site. For example, we have air
compressor hose, water pumps, some of Ed's weather monitoring devices, and small
miscellaneous stuff in the "pump house". Larry and I will probably go up to the landfill next
week, do a quick and dirty inventory and bring back stuff like hand tools, Ed's stuff. Our game
plan is to call DOT (Clarence) and see if DOT can use any of the other "maintenance type
equipment". If so -we'll probably just ask them to "come and get it".

Hello everyone:
After much teeth gnashing, we have decided to go with the groundbreaking
on June 11 at 11 am. There have been some potential problems with
contracts to do the digging, and there are some folks that may not be be
able to make it, but the choices for future dates are not much better.
Robin mailed almost 100 invitations yesterday, and Emily is mailing
about 100 today. These are to citizens who were arrested in 1 982, and
misc. organizations, county commissioners, mayor, etc.
No one has been heading this effort, so I will step in and try to pull
things together. Please communicate with me ASAP as to what you have
done for this effort so I can put all the stuff together.
Based on our meeting May 22 the following assignments were made:
1) Dollie to send a draft letter to Diane; Diane to circulate and get
out to the appropriate folks as an invitation from the Secretary and
Dollie to the key folks (Mrs. Clayton, Sen. Ballance, Fox & Crawford,
etc.)
2) Robin and Emily to get together and send postcards of invitation to
people.
3) Pat Backus and Dollie to work on program.
4) Mike to get together information to be available as handouts at the
opening. Mike to discuss with Region 4 EPA folks and see about getting
representation from Atlanta.
5) PB to get with Chrystal and work on the details for distribution of
the news release. (As soon as we start getting a handle on who can be
there, Chrystal will need to know so she can get their names in the news
release.)
6) Emily to get announcement in the next newsletter.
7) Diane to follow-up with Sonya Barnes and see if any of those folks
can come and possibly identify national EJ or NJEC folks to come .
8) Daria to work with caterer. (You may want to check with Emily about
who we used last October, I think it was more in the $2-3 range instead
of $10+). Also, what is the drop dead date for providing the number of
people to the caterer? Emily and Robin need to supply those numbers to

10) Loria to get the shovels and help arrange for tables, chairs and
tents.
11) Dollie was to follow-up with Ms. Clayton. Daria can you do that
now?
Our system was done for awhile, so I am latter getting this out, but we
are on a tight timeframe. Please make those calls and send the letters.
I will follow-up as soon as I start hearing back from everyone.
FYI. If you are not aware of it, Dollie's daughter is back in the
hospital at Chapel Hill this week, so she is "out of pocket" and said to
proceed without her. We'll keep Mia in our prayers and hope Dollie will
be there on the 11th.

I see you have been thinking on the EVENT. Speakers: Gov.Hunt, Congresswoman
Clayton, Senator Ballance, and Secy. Ross, these persons would make brief
comments for the most part with Dolli& Mike Kelly presenting and
spearheading the main portion of the ceremony. I think we also need to
invite Carolyn Co leman, Bill Myers, Henry Lancaster, Pat Williamson,
Priscilla Tyree. As to ceremonial shovels, nice idea if the contaminated
dirt isn't disturbed! Refreshments of a s imple type Swedish meatballs,
chicken wings, tea sandwiches cookies, punch, iced tea, nuts; the caterer we
use for Drug Court functions is excellent and I asked her to estimate the
cost based on 50 people with the above s uggested menu, her tota l: $650.0 0/we
can increase or decrease or not use her as the case may be. Let me know what

Hello all:
At the CAB meeting last week, we agreed to hold a "ground-breaking" on
Monday, June 11, at 11 am at the PCB landfill.
IT plans to start clearing and grubbing on June 4, and that first week
will allow them the opportunity to get set up and start work before our
official ceremony.
We need to be thinking about exactly what we want to do. At the meeting
last Thursday, we did not get to discuss this meeting a lot because we
had to l eave to head to the school for our public meeting. Al s o, some
of you were unable to attend the meeting, but there is a lot that has t o
be done to plan this event. One big thing is who to invite. This list
could include a lot of people--from Mrs. Clayton to former Gov . Hunt,
state legislators, Secretary Ross, and on and on.
Once invited, who will speak?
Do we get ceremonial shovels?
Do we serve lunch/refreshments?
We will need to do a press release and be sure to invite the tv

stations. Letters of invitation may be needed for the key folks.
Dollie, you, Daria and Jim may want to decide on a committee of folks to
do the planning? Diane may be willing to head it up from the state
perspective? Pat and I will certainly do our part. I assume Chrystal
will probably start the press notices.
Perhaps a good way to get started on the planning is to have anyone
interested in providing comments and suggestions, to do so by a "reply
all" to this message. Then we will sort it out.
