(location shown on Figure 1) is recognized by the State of North Carolina (State), the Citizens Advisory Board (CAB) and the ETG Environmental, lnc./Bames, Ferland and Associates, Inc. (ETG/BF A) design team as the best long-term solution to eliminate this Landfill. It is also the only mechanism that fully satisfies the promise made by Governor James B. Hunt to the citizens of Warren County in 1982. The Governor's commitment to Warren County involved two activities: 1) detoxification when technology was feasible, and 2) economic stimulus to help offset the years of economic disincentive -to residents and businesses resulting from the existence of the Landfill. In February 1996, the Joint Warren County/State PCB Landfill Working Group, the predecessor to the CAB, hired science advisors to aid in the assessment of the Landfill and determine the most feasible technology for detoxification. The Working Group was a blue ribbon panel consisting of state environmental officials, local politicians and community representatives. The Working Group's mission has been accomplished and •, ha_s ~en: replaced by the CAB. The detoxification technology selection began with an . . evaluation by the science advisors · that screened numerous potential detoxification technologies, following strict guidelines set by the community. Gas phase chemical reduction and base catalyzed decomposition (BCD) were the two technologies selected for the Phase I testing, which included performance of bench/pilot scale testing of contaminated soil from the Warren County Landfill. After a detailed evaluation of the results, BCD was selected as the preferred technology, with ETG receiving the contract to perform Phase II , which consisted of a preliminary design for the Landfill detoxification. On May 26, 1999 ETG was selected to perform the final design services for the Landfill detoxification (Phase III) in accordance with the approv_ed preliminary design. ETG subsequently entered into a subcontract with Barnes, Ferland and Associates, Inc. (BF A Environmental) to be the lead design sub-consultant. In prosecuting the design, the ETG/BF A team was very careful to work closely with State -.. staff and community n1presentatives to ensure that desires of the key stakeholders, as communicated over the years through the Working Group, were met. Numerous meetings with State staff and the CAB were held to facilitate input and to keep the community abreast of the design process. The final design consists of nine (9) formal work plan deliverables, development of formal construction documents and specifications, and the production of design drawings consisting of 45 individual sheets. 2.0 PURPOSE It is intended that this document function as a project overview. It contains a brief synopsis of each deliverable submitted in accordance with the scope of work. The Table of Contents for each Work Plan and the design specifications as well as a complete set of design drawings are included as Appendices. From this report the reader can gain a working understanding of the detoxification design and know to which work plan or document to reference to obtain a detailed understanding of a specific design issue, component or process. It is not intended that this report substitute for the project's several work plans, or the construction design specifications. ETG Environmental. lnc./BFA Environmental, Consultants -3-March 2000 Final Design Summary Warren County PCB Landfill 3.0 FINAL DESIGN APPROACH The approach to achieving a final design that met the needs of the State and the community was detailed in the Final Design Work Plan. This document was submitted to the State in July, 1999. The goal of the Work Plan was to efficiently integrate the previously performed activities with the Phase III scope of work. This document also included an overall project schedule and a refined list of deliverables. The roles and responsibilities of individuals assigned to the project, and cost and schedule control mechanisms were also identified. A copy of the Table of Contents for the Final Detoxification Design Work Plan 1s provided in Appendix A. 4.0 COMMUNITY INVOLVEMENT The Working Group recognized that true environmental justice considers the needs of the affected community first. Accordingly, the Joint Working Group specified that a formal plan for the community outreach and involvement in the detoxification process be developed and included in the final design. The Community Outreach and Involvement Plan details an approach that when properly implemented will achieve substantial benefit to the community. The Plan outlines outreach components, a structure . for involvement and the roles of the various stakeholders. The stakeholders are further categorized at the local, state and national levels. A discussion of the short-term and long-term economic benefits for the community including a detailed description of the areas for involvement are discussed. ,, ETG Environmental, lnc./BFA Environmental. Consultants -4• March 2000 Final Design Summary Warren County PCB Landfill It is estimated that a local economic impact of $3 - 5 million dollars could be realized over the life of the project, which does not include the more long term economic impact obtained through the training of local residents and redevelopment of the site. A copy of the Table of Contents for the Community Outreach and Involvement Plan is provided in Appendix B. 5.0 HEAL TH AND SAFETY The Health and Safety Plan (HASP) has been prepared to set forth the mm1mum requirements the successful Contractor must include in the required HASP. The purpose of the HASP is to provide a document describing policies and procedures that will protect the health and safety of all employees, sub-contractors, and related personnel involved in this project working within the designated work and support zones, as well as protect the surrounding community. The Plan states that all project activities be conducted in a manner that minimizes the probability of injury, accident or incident occurrence. The selecte4 Contractor will provide a site specific HASP prior to initiating work activities at the site. The Contractor's plan shall focus on the specific operational procedures, but also remain flexible due to the nature of the work. Conditions may change and unforeseen situations may arise that require deviations from the original plan. Flexibility allows modification by supervisors and health and safety personnel with approval from the project Certified Industrial Hygienist. All project personnel shall be required to read the HASP, receive a detailed orientation by the Health and Safety , Officer (HSO), and to sign the acknowledgement form to document their understanding and willingness to comply with the contents. The HSO will keep the acknowledgement forms on file at the site. Specifically, the HASP must include identification of key personnel, an assessment of risk, site control procedures, personnel training requirements, monitoring requirements and a description of personal protective equipment. Consultants -5-March 2000 Final Design Summary Warren County PCB Landfill procedures, emergency response, respiratory protection, medical surveillance and the associated logs, reports and record keeping. 5.1 EMERGENCY RESPONSE The ETG/BF A team prepared a separate plan dealing with the site specific emergency response issues. This document identifies planning requirements, lines of authority, evacuation routes and spill response procedures. Also included are contingency measures for medical, fire, and hazardous weather measures. A copy of the Table of Contents for the Health and Safety Plan and Emergency Response Plan are provided in Appendices C and D, respectively. 6.0 SITE OPERATIONS A Site Operations Work Plan (SOWP) was prepared to describe the logistics to be used at the site to detoxify the PCB Landfill based upon the contract documents. The contract documents are performance based and therefore, allows for contractor discretion and variances in approaches and techniques. The successful contractor will need to modify this SOWP to be consistent with and specific to its operation. Additional detail is provided by reference documents to allow interested contractors to develop accurate costs associated with detoxifying the landfill and to restoring the site to allow beneficial use of the property. The general scope of the detoxification project is to ( l) prepare the site and construct required infrastructure; (2) excavate the affected material; (3) treat the affected material utilizing BCD technology for both solid and liquid phases; (4) construct a stormwater management system which will adequately capture and treat stormwater sufficiently for reuse or discharge; (5) perform site restoration involving backfilling and compaction of treated material and re-vegetating the site; and (6) involve the community in the project to encourage economic development and ultimate reuse of the site. Consultants -6-March 2000 Final Design Summary Warren County PCB Landfill A copy of the Table of Contents for the Site Operations Work Plan is provided m Appendix E. 7.0 PERFORMANCE DEMONSTRATION The purpose of this Performance Demonstration Plan (PDP) is to establish that the solid and liquid phase BCD systems, while operating at maximum throughput, will meet material treatment standards and North Carolina air regulations, and to obtain an operating permit from the Environmental Protection Agency (EPA) under the Toxic Substance Control Act (TSCA). The Contractor will develop and submit a PDP for the review and approval of NCDENR, EPA, and other regulating bodies as dictated by NCDENR. This PDP describes monitoring and testing that will be conducted to verify full-scale system performance. A copy of the Table of Contents for the Performance Demonstration Plan is provided in Appendix F. 8.0 CONSTRUCTION QUALITY ASSURANCE The Construction Quality Assurance Plan (CQAP) describes the quality control (QC) organization and program for the detoxification activities of the Warren County PCB Landfill. Chemical quality management aspects of this QC program are addressed in the Final Verification/Confirmation Sampling Plan (FVCSP). The CQAP and the requirements and systems established herein are relevant and applicable to the project work performed by the Contractor, and his subcontractors and suppliers. The objectives of this CQAP are to anticipate the specific operating requirements of the project, and to establish procedures to ensure that the construction quality meets technical design specifications and conforms to the requirements of the Contract. The activities generating work under this plan are: • Air Monitoring • Excavation Activities • BCD Process System • Performance Demonstration (PD) • Storm Water/Decontamination Water Treatment • Decontaminated Materials/Off-Site Disposal A copy of the Table of Contents for the FVCSP is provided in Appendix I. 11.0 DESIGN SPECIFICATIONS The design specifications include all civil, mechanical and electrical construction activities necessary for the detoxification of the Warren County PCB Landfill. A comprehensive summary of work is presented in Division 1, and included in Appendix J. A copy of the Table of Contents for the Construction Quality Assurance Plan is provided in Appendix G. 9.0 AIR MONITORING Air monitoring 1s critical to the success of this environmental project. The Air Monitoring Plan (AMP) will ensure that the following objectives are accomplished: • Demonstrate protection of ~uman health ( on-site and off-site) and the surrounding environment. • Demonstrate compliance with em1ss1on limits established for the project and the requirements contained in the State of North Carolina Administrative Code. • Monitor the release of dust from excavation and earth moving activities and determine necessary control measures. • Determine the concentration of specific contaminants in work areas. This AMP discusses the monitoring requirements for soil excavation, PDP testing, and full-scale operation of the BCD system. The purpose of the AMP is to describe the equipment, procedures and analytical testing utilized for perimeter air monitoring, start-up monitoring, stack gas monitoring and personnel monitoring to ensure that the objectives stated above are met.
