Dear Mr. Butler:
Jack Stonebraker and I were pleased your section called on us to help develop the
cost estimate for this project.
I have called on the resources of our other branches to find the best suited equipment
for this type application. Not knowing the contaminate and its concentration causes
us to over compensate for a safety factor. The greatest variable we have
compensated for is the carbon units. Once we have analytical data to work with,
appropriate information can be developed regard ing sizing of units, carbon life span,
regeneration, and O&M cost. Sampling of the carbon after the units are operational
will be requi red to determine if the carbon can be regenerated.
For the most part, my estimates are ballpark. I have included a relative firm price for
the well, well pump, controls, and above ground tanks. The cost figure for the
containment dike, coatings, fence, and ca rbon units, and installation of the system
components are for budget only.
SPATCO Environmental recommends that you consider installing a new vertical well
for the recovery system in lieu of using the horizontal pipe presently installed in the
landfill. Most pump intakes would damage the casing from laying next to it and
vibrating. The type pump you would need to use in the horizontal piping, centrifugal,
would not last long due to being restricted to a low flow of approximately . 7 gallons
per minute or less.

Please note that I have not included any cost for additional equipment that may be
required if total dissolved solids, iron, or manganese are present. My best guess on
this cost is a range from $5,000.00 to $50,000.00 depending on the extent of pre-
treatment required to prevent fouling of the carbon system. Costs associated with
regeneration of the carbon are estimated at $1.35/pound for virgin carbon and from
$.68 -. 75/pound for reactivated carbon. This doesn't include transportation from the
re-activation plant in Beaver Falls, Pennsylvania.
Some of the information I have regarding specific components are not conducive to
