TO: Mike Kelly FROM: Jack Butler SUBJECT: Warren County PCB Landfill As we discussed during our meeting on the subject site on 9 September 1991, one method of determining the present integrity of the cap at the s'ite involves removal of water presently in the cell. Since this dewatering of the cell could lead to settling, which could effect cap integrity, it is important to measure and document any vertical movement of the cap during and after dewatering. To monitor cap movement it is suggested that the concrete pads associated with the old sprinkler system be surveyed with reference to the concrete pads at monitoring wells 1 and 2 along the long sides of the landfill. Two reference points were chosen as a check to ensure that any detected movement is associated with cap movement instead of reference point movement. The concrete pads associated with the old sprinkler system were chosen as measurement points because they were poured in place over ten years ago and, therefore, should be representative of the caps surface, and because they represent several data points which will better describe the position of the cap than a single measurement point. ; This proposal has been discussed with Harvey Allen, North Carolina Superfund Section, who is a North Carolina registered surveyor. Mr. Allen has volunteered to assist in this surveying. The North Carolina Superfund Section can provide all necessary surveying equipment, with the exception of a level, which Mr. Allen has volunteered to supply. It is recommended that the site be surveyed at least once prior to dewate_ring and several times (monthly initially for several months, and bimonthly or quarterly thereafter) during and after dewatering.
