September 9, 1991 Re: PCB Landfill in Warren County Pumping Rate is about 7 to 8 gal/min It takes about 15 to 20 minutes to pump the system dry About 120 gallons are pumped per cycle It takes about 2 hours and 45 minutes to recharge Assume about 3 hours to pump and recharge for one cycle Assume a constant rate of pumping and recharge 8 cycles of 3 hours per day 8 cycles X 120 gal/cycle= 960 gal/day 1,400,000 gal. / 960 gal/day= 1458 days= 4 years assuming constant rate, 24 hrs/day, 365 days/yr "u '0 ~ ~ •-"'-_',~~ l ¼.( l.a .. \\ 4 X 3 = 12 years, assuming constant rate, 8 hrs/day, 365 days/yr 12 / .68 = 17.6 years, assuming constant rate, 8 hrs/day, 250 days/yr Assumes constant rate of recharge and pumping As sumes no additional infiltration Set up continuous pumping operation 1. slow rate of continuous pumping 2. cycled pumping at higher rate with float valve on/off switch Someone needs to be on site to monitor pumping, sample leachate, measure draw-down, etc. Permit requires certified waste water treatment plant operator??? Operate by using existing staff or contract out the work PCB LANDFILL As agreed to in the 9/9/91 meeting, I have compiled a list of tasks that need to be accomplished at the PCB landfill. These tasks were identified as items that need to be addressed in order to assess the current conditions at the landfill and any changes that may occur upon removal of the water in the landfill. The tasks have been listed in the milestone chart below. Also in the chart is my estimate of the amount of time required for a contracted consultant to complete each activity. These estimates are based upon my observations of work completed by consultants at RCRA facilities over the past 8 years. If the schedule below was to be completed by State personnel then an additional 4-6 months must be added into each item requiring a purchase. Also, additional time would be required to contract with other Divisions to complete various tasks that the Solid Waste Management Division is unable to perform. The well is to be completed at the interface between the sand liner and the clay liner. well installation and disposal of contaminated cuttings. Surveying survey the top of the inner casing on the wells in order that the ground water surface elevation could be determined. obtain water levels and determine ground water flow direction. Removal and Treatment of Water from the Landfill establish schedule for testing of water removed from the landfill; make arrangements with lab to have testing done. Operate water removal system including: remove approximately one foot of water in the landfill; treat water withdrawn from the landfill; test water accumulated in tanks; discharge water to on site pond or have water transported off site for disposal. Water Level Monitoring implement a baseline water level monitoring program in the landfill, with an accuracy of +/-0.05 feet, to determine the static water level in the landfill. periodically turn off water extraction system and allow water level in the landfill to stabilize thereby allowing a static water level measurement to be taken. Electrical Power to Landfill determine the needs for electrical power and what type of physical structure would be required. develop cost figures for installation of electrical power at the landfill and a permanent structure if required. install electrical power to landfill. If an additional structure is required then the time frame to complete this task may double or triple. Upgrade of Water Treatment System determine the treatment tanks filters, etc. need for any additional i.e. sand filters, charcoal develop cost figures for purchasing and installation of the treatment tanks. determine the need for holding tanks to receive water discharged from the treatment system.
