BOX 25201 RALEIGH 27611-5201 May 15, 1991 MEMORANDUM TO: Secretary James S. Lofton FROM: Thomas J. Harrelson -~~ SUBJECT: PCB Landfill -Warren County THOMASJ.HARRELSON SECRETARY I apologize for the delay in responding to your February 20, 1991 letter concerning the PCB Landfill in Warren County. I had my staff review the history of this facility and our previous commitments to its maintenance. These are outlined in an October 4, 1983 letter from Secretary Roberson of the Department of Transportation to Secretary Clark of the Department of Crime Control and Public Safety. The Department of Transportation agreed to maintain the access road, the landfill fence and gate, and the vegetative cover to include two annual mowings. We have no problem in continuing these responsibilities; however, we cannot agree to accept responsibility for the irrigation system and pumps. We have previously advised Assistant Secretary Edythe McKinney of the Department of Environment, Health, and Natural Resources and Mr. W. L. Meyer, of the Solid Waste Management Division of our decision on this matter. If the responsibility for the irrigation system can be resolved, we will be glad to sign the agreement.
