Meyer Director The Monthly Inspection of the PCB Landfill for October did not indicate any new problems at the site. The facility is in generally good condition. All monitoring wells and stream locations were sampled. Test results will be forwarded to you as soon as they are received from the State Public Health Laboratory. On October 16, I met briefly with Mr. Doug Biddy of your office to discuss the repair of the irrigation system. As of this date, I have not heard when the repairs will be scheduled. It will be very important that the repairs be done in such a way as not to damage the artificial liner of the cap. It will also be important to restore the clay cap and cover vegetation. While repairs are necessary for the spray irrigation system, it seems more critical to fence-in the leachate holding pond and obtain a temporary storage tank to hold any leachate generated. While the permit requires that the irrigation system be operational, the irrigation system has not been used in the past, and will probably never need to be used. A more immediate need would be restricting access to the leachate holding pond in order to avoid any potential threat to the public health or safety. It is important that a temporary leachate storage tank be obtained in order to store leachate until it can be tested. However, the leachate storage tank could not be utilized until the leachate holding pond has been made secure with a fence. The landfill facility appears to be in generally good condition at this time. If you have any questions concerning the PCB landfill please contact our office at (919) 733-0692. cc: J.
