Gordon Layton, Chief Solid Waste Section FROM: Bobby Lutfy, Hydrogeologist Solid Waste Section RE: COLLECTION AND DISPOSAL OF LEACHATE AT THE PCB LANDFILL Several modifications in the leachate collection and disposal system are necessary in order to determine the amount of leachate being generated, the recharge rate, and the levels of PCB in the treated leachate prior to disposal. There is a need for some immediate measures to be taken as soon as possible and also a need for some more permanent measures to be made as a long range solution. IMMEDIATE MEASURES NEEDED: 1. A water level indicator and accessory equipment should be purchased and installed in the leachate collection system in order to determine the water level in the system and calculate the recharge rate. 2. Several 55 gallon drums should be purchased to collect and store leachate until samples can be analyzed in order to decide the proper method of leachate disposal. 3. The outfall pipe from the leachate treatment system should be extended in order to allow the use of the storage drums. PERMANENT MEASURES NEEDED: 1. A larger leachate collection and storage container should be purchased and installed to store larger quantities of leachate until it can be properly disposed. 2. The fence around the landfill should be extended around the leachate storage container and/or the leachate lagoon in order .to inhibit public access to this area. The above measures are recommended in order to enable the Solid Waste Section to better assess the effectiveness of the leachate collection, treatment, and disposal system. Further modifications to the system may become necessary after leachate levels and recharge rates are determined.
