Lofton, Secretary Department of Administration 116 West Jones Street Raleigh, North Carolina 27603-8003 Subject: Compliance Evaluation Inspection PCB Contaminated Soil Landfill Landfill Leachate Spray Irrigation Facilities Warren County Dear Secretary Lofton: It has come to my attention that the Department of Administration will be assuming responsibility from the Department of Crime Control and Public Safety for the PCB Contaminated Soil Landfill Leachate Spray Irrigation permit which is being considered for renewal by the Division. In that regard, personnel from this office conducted a site inspection of the subject facilities on May 15, 1990. The purpose of this letter is to apprise you of the results of that inspection. The facilities appeared to be reasonably well maintained, although the grass on the spray irrigation area needed cutting, and the individual components of the spray irrigation facilities seemed capable of operation. According to the records that were submitted to us by the Solid Waste Management Section, there has been very little leachate detected in the landfill 1 s leachate collection system in recent years. Since the landfill is capped with a clay cap, it may be reasonable to assume that very little rainfall infiltrates the cap and that most of what falls onto the landfill site runs off. The other possibility is that the collection system is not functioning properly. Since there has not been any significant amount of leachate pumped out of the collection system, there has not been much water pwnped into the holding pond. As I understand it the pond has a clay liner which should be relatively impermeable. At the time of the inspection ~ the pond was dry. With all of the rain that we have had 1 recently, I would have suspected that some water would have been/,, \ in the pond. Mr. James s. Lofton, Secretary May 21, 1990 Page 2 The results of various sampling and analysis that have occurred over the years were submitted to my office by the Solid Waste Management Section. These results do not indicate that PCB 1 s are getting into the groundwaters or migrating off of the site; therefore, it will be my recommendation to the Director of Environmental Management that the subject permit be reissued to the Department of Administration once all required information has been received and reviewed by this Division.
