MEMORANDUM

SUBJECT: Warren County PCB Landfill Operation and Maintenance
The following operation and maintenance project for the Warren
County PCB Landfill is to be implemented as a priority for the Solid
Waste Management Section
1. A field supervisor (Terry Dover or Julian Foscue) is to be
designated project officer.
2. Sufficient staff resources are to be available to implement
the project.
3. A personnel safety plan is be developed for each project
function.
4. Sampling plan is to include:

(b) 4 Gem~ soil samples -representative of landfill
surface
(c) Sand filter prior to treatment of leachate
(d) Carbon filter prior to treatment of leachate
(e) Leachate samples (4) untreated
Leachate samples (4) from sand filter*
Leachate samples (4) from carbon filter*
(f) Water and sediment in detention pond
5. Analysis to include PCB's and scan for potential
decomposition products.
6. Sand filter to be purged of soil fines prior to treatment
of leachate (water wash).
7. Carbon filter to be purged of soil fines prior to treatment
of leachate (water wash).
8. Irrigation system to be tested with uncontaminated water
prior to utilizing irrigation system use. (CCPS has water
tank that can be utilized for filter washing and irrigation
system testing.
9. All irrigation equipment should be evaluated for proper
operation with uncontaminated water prior to system
utilization.
10. If the system is properly functioning (after testing an
analysis) leachate extraction and. treatment should start as
soon as possible.
11. Operational conditions (see Permit #7643R3)
(a) irrigation water after treatment< 1.0 PPB
(b) hydraulic loading~ 0.25 in/week (4400 APD or 30,791
GPW) -
(c) Field Log
(1) Date of irrigation
(2) Vol. of waste water irrigated
(3) Area irrigated
(4) Weather conditions
(5) Analysis of treated waste water
12. Subsidence measurement should be taken (=0.1 in) prior to
pumping and after pumping -may need bench marks -stations
to be established.
13. Other issues
-Identify as soon as possible potential problems (analysis,
resources, equipment, etc.)
-Identify person in Permit Condition #9 as "certified waste
water treatment plant operator" does not mean on-site at
all times but is responsible for operational conditions and
results -DOT supplied the previous WWTP operator.
