State PCB Management Seminar
September 5 and 6, 1984

The State PCB Task Force was charged with undertaking a study to develop a state program
relating to the control, disposal, and safe handling procedures of PCB oil in electrical
power equipment owned by the state. The Task Force has completed this study and the
recommendations and guidelines must now be implemented.
The Task Force dealt with two areas of major concern: (1) PCB Spill Management, and
(2) PCB Regulation Compliance. A guideline for PCB Spill Management was distributed
to you on March 8, 1984. A comprehensive set of PCB Management Guidelines are in
printing at this time and will shortly be distributed over this mailing list.
One result of the Task Force study indicated that, on a state-wide basis, there could
be significant areas of non-compliance with existing Federal PCB Regulations. This
possibility appears largely due to the general lack of knowledge concerning what is
required for compliance, a lack of policy and resources for complying and not from
lack of initiative or willingness on the part of the facilities to comply. Since the
maximum fine for non-compliance with PCB regulations is $25,000 per day per violation,
I am certain you must agree that compliance with the regulations is of major concern.
The Task Force has developed a two-day PCB Management Seminar for all individuals with
the responsibility for PCB control, disposal and safe handling at each state facility.
The seminar will be held at North Carolina State University, McKimmon Center, Raleigh,
N.orth Carolina, September 5 and 6, 1984. A copy pf the seminar schedule is attached.
Registration is $20.00 per person.
Because of the importance of better understanding the existing PCB Federal Regulations,
and the recommendations and guidelines prepared by the PCB Task Force, seminar

attendance should be considered mandatory. It is strongly suggested that the following
individuals arrange their schedules to attend:

The Designated PCB Manager
(who may be one of the above)
Any Other Person With Related Responsibility

In an effort to ensure sufficient knowledge for compliance with
PCB regulations, the North Carolina Department of Administration is
sponsoring a two-day training seminar for State Personnel involved
with the management of PCB items . A major goal of the seminar is to
update State Personnel with respect to PCB regulations . The entire
first day of the seminar will be devoted to review of PCB regulations.
I can think of no better qualified people to assist North Carolina in
this area than members of your staff in the Pesticide and Toxic Sub-
stances Branch and Toxic Substances Section. I would greatly appre-
ciate your assistance in providing staff member(s) to present a de-
tailed overview of PCB regulations contained in 40 CFR 761 on
September 5, 1984. The seminar will be held in the McKimmon Center
on Western Boulevard in Raleigh, North Carolina. A copy of the
proposed seminar schedule is enclosed.
I would like to reiterate that your staff's participation is
essential to North Carolina's effort to ensure protection of public
health and the environment through proper understanding and imple-
mentation of PCB Management Standards.
