Dear Mr. Davis:
The purpose of this letter is to advise you that pursuant to the 'Ibxic
Substances Control Act, and regulations pranulgated under 40 CFR Part 761,
Duke Po...er is approved to conduct a trial burn during the ~k of July 30,
1984, provided the enclosed conditions of approval are followed, and the
trial burn is conducted in the manner set forth in your proposed trial burn
plan. Violation of arJ¥ condition included as part of this approval may
subject Duke Po...er to enforCP..rrent action and/ or tenui.nation of the approval •
EPA issood a public notice on June 15, 1984, requesting caments on your
proposal. No cc:mrents have been received.

Conditions of Approval

1 . The boiler shall 1Je operated in a manner consistent with the Trial
Burn Plan.
2. 'lhe follONi.ng conditions shall 1Je rret 'whenever the boiler is burning
PCB's:
(a) Maxirm..m1 PCB concentration in
PCB liquid feed
(b) Maximum PCB liquid feed rate
( c) Minimum temperature

3. 'Ihe rate and quantity of PCBs which are fed to the boiler shall 1Je
rreasured and recorded at regular intervals of no longer than 15
minutes.
4. 'Ihe teinperature in the boiler shall 1Je rreasured and recorded at the
follONi.ng locations and intervals:
0 Pyrareters located at m2 sampling port and located near fire ball
at least every 20 minutes,
0 'Iherm:x::ouple located approxirna.tely 10 feet above f ireball at
least twice during each sampling traverse ( 4 tirres per sampling
run), and;
0 'Iherm:x::ouple located at CO2 sampling port at least twice during
each sampling traverse (4 tirres per sampling run):
5. 'Ihe flON of PCB' s to the boiler shall 1Je stopped irmediately whenever

6. tvbnitoring of emissions shall be conducted for the following pararreters
whenever PCB's are burned:
(a) oxygen (02)
(b) carl::x:>n rronoxide (CO)
( c) carl:on dioxide ( c~)
(d) hydrochloric acid (HCl)
(e) total halogenated organic content (RX)
(f) PCB's
{g) total ]?6.rticulates
(h) tetrachlor<rdibenzo-p-dioxins ( 'ICDD)
(i) tetrachlorc:rdibenzo-furans ('ICDF)
Sampling and analysis of the above parameters shall be in a manner
oonsistent with the Trial Burn Plan.
7. Whenever PCB' s ·are burned, rronitoring and reoording of canbustion
products shall be conducted for the following pararreters:
~ continoously in eoonanizer duct
02 t.-rree grab samples/sampling traverse in furnace
CO continoously in eoonanizer duct
~ six grab samples/sampling run in furnace
8. '!he flCM of PCBs to the incinerator shall stop :i.mrediately when aIJ¥
o:re or rrore of the following oonditions occur:
(a) Failure of the rronitoring operations specified in condition 7
above.
(b) Failure of the PCB rate and quantity rreasuring and recording
equiprent specified in condition 3.
(c) Excess oxygen as rronitored in either the econanizer duct or
furnace falls celCM 3 percent.
{d) Carron rconoxide concentration exceeds 100 ppn.
9. At a minimum a set of three HCl stack emission samples will be taken
and analyzed to provide data on HCl emissions when PCB's are not
ceing burned.
10. 'Ihe following streams will l::e sampled and analyzed in a manner consistent
with the Trial Burn Plan:
( a) PCB liquid feed
(b) Coal feed
(c) Fly ash
(d) Pottan ash
