The boiler shall 1Je operated in a manner consistent with the Trial Burn Plan. 2. 'lhe follONi.ng conditions shall 1Je rret 'whenever the boiler is burning PCB's: (a) Maxirm..m1 PCB concentration in PCB liquid feed (b) Maximum PCB liquid feed rate ( c) Minimum temperature rreasured ty therm:x::ouple located at COi sampling port (d) Minimum excess oxygen in stack gas ( e) Maximum CO concentration in stack gas 4.5% ty ~ight 8 gpn 1100°c (+ 100°c) 3% 100 ppn 3. 'Ihe rate and quantity of PCBs which are fed to the boiler shall 1Je rreasured and recorded at regular intervals of no longer than 15 minutes. 4. Whenever PCB' s ·are burned, rronitoring and reoording of canbustion products shall be conducted for the following pararreters: ~ continoously in eoonanizer duct 02 t.-rree grab samples/sampling traverse in furnace CO continoously in eoonanizer duct ~ six grab samples/sampling run in furnace 8. '!he flCM of PCBs to the incinerator shall stop :i.mrediately when aIJ¥ o:re or rrore of the following oonditions occur: (a) Failure of the rronitoring operations specified in condition 7 above. (b) Failure of the PCB rate and quantity rreasuring and recording equiprent specified in condition 3. (c) Excess oxygen as rronitored in either the econanizer duct or furnace falls celCM 3 percent. {d) Carron rconoxide concentration exceeds 100 ppn. 9. At a minimum a set of three HCl stack emission samples will be taken and analyzed to provide data on HCl emissions when PCB's are not ceing burned. 10. 'Ihe following streams will l::e sampled and analyzed in a manner consistent with the Trial Burn Plan: ( a) PCB liquid feed (b) Coal feed (c) Fly ash (d) Pottan ash Page 2 of 2
