Mr. John Emerson, Deputy Director, requested that I send to you a copy of the North
Carolina PCB Guidelines. The guidelines or state plan is an interpretation of the
applicable EPA regulations (through July 13, 1983) prepared by the PCB Task Force
for all state institutions and agencies.
The State PCB Plan has not been established as state policy; however, it is being
printed and will be distributed to the institutions and agencies to provide
direction and guidance involving the handling and disposal of PCB: The reason for
incorporating a disclaimer in the plan is obvious.
The PCB Task Force developed an inventory questionnaire to aid in the location of
PCB and PCB contaminated electrical equipment. (A copy is attached for your
reference.) The response to the questionnaire was quite good. However, as the
inventory was voluntary, the information received and its interpretation was of
value only as an approximation of the state PCB problem.
We hope this information will be helpful to you as you develop the plan for Louisiana.
We will be glad to respond to any questions or connnents you may have. If it is
convenient, please send us a copy of your procedures when they are finally issued.

Incidentally, we anticipate changes in the EPA PCB regulations and clarifications
requested from the field. A coordination role will be assumed by the Task Force.
Each guideline set is numbered to help facilitate distribution of changes. We will
provide you with revisions as they develop.
