DEVELOPMENT OF PCB MANAGEMENT PLAN
Dear Mr. Meyer:
This is in response to your May 24, 1984 letter to Mr. Rob Livermon
of Carolina Power & Light Company (CP&L). In that letter you noted that the
North Carolina Department of Administration's PCB Task Force had utilized
CP&L's PCB Control Handling and Disposal Plan -Revision 3, as a model for
developing a PCB Management Plan for State Institutions.
As you requested, we have reviewed the State's draft plan and we
have no objections if the State publishes that draft in final form.
As you are aware, CP&L developed its plan using EPA PCB regulations
set forth in 40 CFR Part 761, EPA publications and direct communications with
EPA personnel. While some of the regulatory language is straightforward and
direct, others portions require interpretation. Thus, CP&L has provided its
plan for information purposes only and disclaims any responsibility for the
State's use of the Company plan in formulating its own PCB Control, Handling
and Disposal Plan. As I understand, the need for this type of disclaimer has
previously been discussed with you.
