Karnoski March 9, 1984 SUBJECT: Routine Monthly Inspection of PCB Landfill ST ATE HEALTH DIRECTOR A routine monthly inspection of the State's PCB landfill in Warren County was conducted on March 7, 1984. Mr. Marty Allen of the Warren County Health Department was present for the majority of the inspection. The inspection was delayed one week due to inclement weather and recent personnel changes in our office. Below is a list of major points pertaining to the facility inspection: 1. An electrical moisture sensor was installed in the leachate collection sump to indicate the presence of any free water. 2. While there are no erosion problems at the facility , a decision to reseed the landfill cap should be made in the near future. It appears that the present stand of vegetation has suffered over the winter. 3. I propose to delay the measurement of elevation changes on the landfill cap to determine subsidence (as originally planned in December, 1983) until drier weather. Due to the present moisture content of the cap's soil and the sparseness and fragility of the vegetation, I am concerned about potential erosion problems from ex tensive foot traffic. 4. A test was made of the irrigation system due to the availability of accumulated rainwater in the surface impoundment. The test ruptured a flex ible reinforced pump effluent line and cracked a coupling for a sprinkler head riser. These items need to be repaired/replaced in order for the land application system to function properly . In summary , all potential problems described above and indicated as such on the inspection sheet (attached) are at present minor in nature and in no way compromise the facility's containment function.
