SUBJECT:. Environmental Monitoring and Routine Inspections
of PCB Disposal Facility
STATE HEALTH DIRECTOR
Routine, monthly inspections of the PCB landfill were conducted as specified
in the post-closure maintenance procedures. These inspections occurred on
July 20, 1983, July 29, 1983, August 26, 1983, October 27, 1983, and November
21, 1983. Attached is a copy of a typical inspection report form. All
completed inspect.ion forms are kept in the landfill inspection log. Copies
are sent to Mr. William Phillips (Department of Crime Control and Public
Safety) •.
No inspection revealed water in the bottom leachate detection system. A total
of 295 gallons of water was pumped from the leachate collection system and
treated at the treatment works. No discharged effluent exceeded a concentration
of .1 .ppb [1(10-8 )% by weight] polychlorinated biphenyls.
A minor erosion problem was discovered on October 24, 1983. The matter was
referred to Mr. William Phillips and corrected by the Department of Transportation.
A post-closure phase monitoring of groundwater, surface water, and surface water
sediments was conducted on November 21, 1983 .. The procedure was observed by
Mr. Joe Lennon and Mr. Marty Allen of the Warren County Health Department. While
analyses have not been completed on the replicate samples collected, all primary
samples indicate no release of PCBs from the disposal area.
