Re: Warren County PCB Landfill Approval Conditions
Dear Mr. Phillips:
I inspected the Warren County, North Carolina PCB landfill
with Mr. O. W. Strickland on August 3, 1983. I found the
landfill in good condition and was pleased with the
appearance and quality of construction.
Please refer to my letter to you of June 29, 1983 because
this letter will update our position as to the status of the
approval conditions. The items are numbered the same as the
June 29, 1983 letter.

Please see that an appropriate vegetative cover and erosion
control is maintained as mentioned on page 2 of my
June 29, 1983 letter. With the submission of the remaining
documentation and continuation of maintenance, monitoring,
record keeping and reporting as outlined in our
November 22, 1982 letter you will be in Compliance with the
"approval" under the authority of the Toxic Substances
Control Act.

Re : N. C. PCB Landfill, Warren County
In order for the State of North Carolina to comply wi th the post-
closure conditions of the federal TSCA permit for operation of a PCB
landfill, documentation must be provided that verifies the facility is in
compliance with state erosion control and sedimentation standards. I am,
therefore, requesting that your staff inspect the facility and provide a
report of your inspection to Mr. William W. Phillips, Jr., Assistant to
the Secretary, Department of Crime Control and Public Safety, and myself.
I would appreciate your prompt response to this request as I am
operating under a permit closure requirement time constraint and a tele-
phone call to your office concerning this subject in late June has·, as yet,
generated no response. If you have any questions, please contact me.
