GENERAL DESCRIPTION
FINAL REPORT
PCB WASTE DISPOSAL SITE
WARREN COUNTY
The PC B Was te Dispos a l Site is a hazardous waste landfill,
containing approximately 40,000 cubic yards of polychlorinated biphenyl
(PCB ) contaminated soil, located in Warren County, North Carolina .

Contract or's bids f or the construction of the site were opened on
January 21 , 1982, and the contract was awarded to Jim Lineberger's
Grading & Pavi ng Inc ., of Ga s tonia, NC on May 28, 1982. Const ruction
work began on June 21 , 1982. Continuous heavy r a ins and vandalism of
the groundwat e r monitoring ·wells and the 30-mil PVC line r c;:urtailed job
progress throughout the month of August, and construction was not
completed to the s t age neces sary for PCB placement until September 15,
19 82 . NC DOT trucks began hauling PCB contaminated soil on from Fort
Bragg on October 6, 1982, and finished on Octobe r 27, 1982 .
Cons truction wo rk was complet ed on July 14, 1983. The final inspec tion
of the completed project was condu cted on Ju l y 15, 1983 and final
acceptance wa s on that date.
CONSTRUCTION SEQUENCE AND DESCRIPTION
Initially four groundwater monitoring wells were i nstalled, located
north, south , east, and west of the landfill. These wells were
determi ned to be unsatisfact or y , as designed and install ed, by the NC
Depar tment of Natura l Re s ources and Community Development. Four

replacement wells were installed, immediately adjacent to the original
wells. These wells were vandalized during construction, and were
repaired or redrilled . The wells utilized 4" PVC pipe and screens , with
lockable steel caps. An earthen containment structure, 4 76' long and
232 ' wide was built by excavating to bottom elevations sloping from
elevation 320 to 314, and filling to a berm elevation of 342. Side
slopes are 3:1 on the north , west, and east sides, 5:1 on the south.
Topsoil, clay, and silt materials excavated were stockpiled separately
for later use. A 9" layer of permeable sand was placed on this subgrade
as a lower leachate collection system, draining to a collection sump and
6" PVC extraction pipe in the northeast corner of the landfill. A
30-mil PVC liner, manufactured by Staff Industries of Detroit, Michigan,
was installed over this sand layer. This liner was slashed in 23 places
by vandals and was repaired by patching wi th additional liner material.
A one foot thick layer of compacted bridging fill was placed ove r the
30-mil PVC liner , using previously stockpiled clay and silt materials.
An upper leachate collection system wa s placed above the clay
liner, using a 9" layer of permeable sand , draining to a collection sump
and 6" PVC extraction pipe in the northeast corner of the landfill.
As final preparation for the placement of PCB material, a carbon
filter system was installed. This system consisted of a sand filter ,
carbon filter, and temporary holding pond, located just northeast of t he
landfill . The intent of the syst em was to treat excess rainwater
collected i n the disposal area during PCB placement, but the system was
not used during construction because a D.H.R. Discharge Permit had not
been obtained prior to construction. The system was left in place to
facilitate the State in removing water accumulated in the upper
leachate collection system during cons truction.

Supac f ilter fabric material, manufactured by the Phillips
Pet r o leum Company, was placed over the upper leachate collection sand
layer, to prevent migration of the contaminated soil into the sand
layer. The PCB contaminated soil was then hauled and dumped by NC DOT
truck s, and by Propst Construction Company on contract with the
Department of Defense, and placed and compacted by the construction
contractor, to a final top elevation shown on the plans. The actual
volume of PC B material placed was approximately 40,000 cubic yards.
A one foot thick layer of compacted bridging fi l l was placed over
the PCB soil, again u tilizing previously stockpiled clay /silt
materials.
A two foot t hick compacted c l ay liner was constructed over the
briding fill, u sing select clay material obtained from a second clay
borrow area on the site.
A 10-rnil PVC liner, a lso manufactured by Staff Indus tries of
Detroit, Michigan , was installed over this clay liner and sealed to the
lower liner.
Another one foot thick layer of compacted bridging fill was place<l
over the 10-mil PVC liner.
A 4" PVC pipe gas vent was installed, located at the center point
of the landfill.
The entire top surface of t he landfill and the 5:1 outsl opes were
then covered with a one foot thick layer of topsoil, u t ilizing material
previously removed and stockpiled. This area , and all adjacen t
disturbed areas, were limed, fertilized , seeded , and mulched.
A s t eel chain-link fence , with s teel posts was installed around the
pe rimet er of the disposal area.

The PC B Waste Di sposal Site is located on a 142.3 acre tract, of SR
'1604' near Afton, in Warren Co unty. Within this tract , a 19.32 acre
area contains t he landfill and will be retained in s tate ownership. The
remainder has been deeded t o Warren County, as a buffer zone surrounding
the landfill.
The ins ide dimensions of the earthen containment s tructure are
476 'x 232 ', or 2.54 acres. The area within the chain-link fence is 300'
x 550', or 3 .79 acres .
