Permit No. 7634-R issued for the operation of the treatment system at the PCB landfill expires on July 1, 1983. The attached memorandum was drafted as a suggested format for requesting renewal of the permit after discussion
with Dale Crisp of the Division of Environmental Management.

PCB Landfill

The referenced permit for the operation of a facility for the treatment of
water potentially contaminated with PCB's expires on July 1, 1983. I am
requesting that the permit be extended to December 31, 1984. There have
been no variations in the original operational procedures.
Permit condition number 12 specifies that in addition to the disposing of
the sand and carbon filter media, the top three inches of soil in the effluent
wastewater retention pond must be removed to an appropriate disposal facility.
I am requesting that this condition be changed to allow the testing of the
clay liner of the effluent pond prior to disposal. All soils containing PCB's
at concentrations greater than or equal to 1 ppm (.0001% by weight) shall
be removed and disposed at an appropriate facility.
