I ! ..__ . -\... ,\.,,\\\,.\\ \ c--\ SECTION 2 CONCLUSIONS The conclusions drawn for results of this study are surranarized below. : (1) The principal source of emissions from the landfill originate from ,·. · the main vent pipe. The average PCB concentrations of Aroclor 1242 and Aroclor 1260 measured in the main vent emissions during the study were 123,000 ng/scm ("'100 ppb) and ?,000 ng/scm (""2 ppb), respectively. These concentrations are substantially lower than the current occupational standards for workplace atmospheres which range from 0.4 to 0.8 ppm. (2) Ambient air PCB levels on and surrounding the landfill site (even as close as one metec from the main vent) were found to be at or below minimum detection limits (6 to 10 ng/m3) for the sampling method. PCB levels generally present in the atmosphere throughout the U.S. are in the range of 5 to 10 ng/m3. (3). Mathematical modeling predicts that ambient air PCB concentrations on and in the vicinity of landfill resulting from the main vent pipe emissions may be approximately 106 to 109 times lower than the detection limits for sampling method used in this study. PCB contributions to the ambient air from the landfill based on the model predictions are insignificant whe~ com~ared to general ambient air PCB levels in the U.S. (4) It is anticipated that the low PCB emission rate from the landfill will be reduced still further as decay of organic matter producing the me t hane and other gases emanating from the vents subsides. The reduct foh-of hydrauli-c pressure by removal of water from the site should also reduce emission rates substantially. 2 Mr. O.W. Final values are expressed in nanograms per standard cubic meter (ng/scm), corrected to 25°C. Note that ambient air sampling on January 26 was performed with the main vents blocked while vent samples were simultaneously being taken; therefore, little, if any, PCB was being released with the air. On January 29, however, no vent sampling was done, so that ambient air monitoring for that day is valid. I talked to Southwest Research today and determined that they have resolved the ·chemical contamination problems associated with the January 27 samples and will have those numbers to report to Battelle by the end of the week. We have given Battelle the results of flow measurements made on March 2, so that they can calculate mass fluxes. They will also do some dispersion modelling. James Howes of Battelle projects completion of the report in about two weeks after receipt of the final data; i.e., on or about March 28. Please call if you have questions. ' January 14, 1983 Two sets of air samples taken during the last ten days at the Warren County landfill have turned up only minute amountsof PCB in one of the landfill's venting pipes, and in a pipe leading from the leachate collection system. State Health Director Dr. Ronald H. Levine and other environmental and public health experts said the PCB poses no threat to public health or to the environment. Two venting pipes and the leachate collection system at the landfill were sampled on Thursday, January 6, by DHR personnel to determine if gas passing through the pipes contained PCB. The landfill contains several venting pipes which release methane gas produced by the decomposition of grass and other biodegradable materials. No PCB was detected in one venting pipe, and extremely small amounts were detected /in the main venting pipe and a pipe leading from the leachate collection system. Gas in the main venting pipe in the middle of the landfill contained 15.2 micrograms per cubic meter (about 3 parts per billion) of PCB. Gas in the leachate collection pipe contained about 1.3 micrograms per cubic meter (less than one part per billion) of PCB. The OSHA standard for PCB in the workplace is 500 micrograms per cubic meter. Additional ambient air samples, and one venting pipe sample, were taken on Wednesday, January 12. None of the five samples of air around the landfill contained levels of PCB that were detectable on the state's sampling equipment. The venting pipe sample, from the same main venting pipe, registered 10 micrograms per cubic meter (about 2 parts per billion). What Do The Results Mean? Samples taken inside the main venting pipe of the landfill, and a leachate collection pipe, contain extremely small, but detectable levels of PCB. The levels are well below the OSHA standard, and pose no threat to human health or to the ---environment. No PCB was detected in any of the air outside the pipes that might be breathed by anyone working at the landfill, or living nearby. Nevertheless, to further ensure that the PCB in the pipes will cause no health problems for the people of Warren County, DHR's Division of Health Services has asked the EPA to conduct an independent air sampling survey at the landfill, using the most advanced air sampling equipment available. ###
