This letter responds to yo ur letter of January 17, 1983, in
which you expressed several concerns about the Warren County
PCB landfill. I hope this letter satisfactorily answers your
concerns.
One concern is that there has been no measureable amount of
leachate removed from the landfill and that this leachate is
possibly escaping from the landfill. The weather, which has
been a big problem since November, has not allowed the State
to get a pump in place to begin collecting the leachat e . The
leachate, however, remains contained in the collection system.
The detection system remains dry.
Another concern of yours is that, as of the date of your
letter, the State was 18 days past due on the leachate mo ni-
toring. The State is aware that ther e is leachate in the
collection system and of the current level in the system, but
as mentioned above, have not been able to begin removal due
to the lack of an adequate pumping facility.
We will continue to monitor activities at the site for adher-
ence to our conditions of approval. If I can be of any further
