STAlE HEALTH DIRECTOR DIVISION OF HEAL TH SERVICES P.O . Box 2091 Raleigh, N.C. 27602-2091 January 18, 1983 MEMORANDUM TO: Lucy Bode, Deputy Secretary Department of Human Resources FROM: Ronald H. Levine, M.D., M'.P.H. State Health Director Division of Health Services SUBJECT: Warren County PCB Landfill Current weather conditions prohibit the completion of the landfill's final construction phase. Until construction can be finished, certain interim measures need to be implemented immediately to ensure the integrity of the landfill's containment and operational components. These measures are as follow: A. Access Control and Site Security Procedures to control access and provide protection for the ground- water monitoring wells and easily damaged landfill components need to be implemented as soon as possible. This should include an inspec- tion at least once a week to determine what problems exist. The contractor is hesitant to put up his final fence until he has completed the landfill construction. This conceivably could be next April or May. Local residents currently wander freely around the site. B. Removal of Water from Leachate Collection System Water currently inside the landfill needs to be removed immediately ) to protect the integrity of the liner system. EPA permit conditions specify that any water discovered· in the leachate collection systems be removed on a monthly basis. Sverdrup and Parcel's water removal, treatment, and disposition system has been designed; but the equipment has yet to be purchased or installed. A Class II wastewater treatment plant operator needs to be provided to run the system legally. Addi- tional items that must be addressed to complete this task are: 1. Manhole covers for treatment works 2. Cover cap for leachate detection system 3. Final length of treatment works effluent line Jome~ B Hunt , Jr/ • Sarah l Morrow, MD .
