SYNOPSIS
In July and August of 1978 used transformer oil with significant concentrations
of polychlorinated biphenyls (PCB's) was illegally dumped along the shoulders of 211
miles of North Carolina highways.
It is proposed that the State enter into a Cooperative Agreement with the Environ-
menta l Protection Agency (EPA) to utilize CERCLA or Superfund monies to provide for the
construction of a PCB l andfill and removal of contaminated soils from the highway
shoulders . The esti mated costs of these and related activities along with the respon-
sibl e agenci es are as follows:

Superfund reuqirements mandate that at l east 10% of the project costs be con-
tributed by the State and that the State can be given credit for out-of-pocket
non-federal allowable project expenses incurred between January 1, 1978 and December 11,
1980. Therefore, it is proposed that the State's 10% matching requirement be met by
receiving credit for previous expenditures such as the $163,789.50 expended for pur-
chasing the Warren County landfill site; $44,536.00 for sample analysis; and
for initial remedial measures, demonstration projects and test pickups.
It is not anticipated that any new personnel will be hired for this project
and that existing personnel and resources will be used for any post project activities
such as groundwater monitoring.

and Department of Human Resources. The Department of Crime Control
