Box 27687 Raleigh, North Carolina 27611 ~ar Bill: I have received your November 8, 1982 letter regarding restoring State Roads SR 1604 and SR 1625 to the level of serviceability existing prior to the beginning of the NC PCB Spill Strip Remedial Action Project. Mr. Bob Adams, NC ror Maintenance and Equipment Manager, in his october 29, 1982 letter to you, outlines the rational behind his road restoration request. He states that of the $2 million budgeted for the ror functional part of this project, approxil;Tlately $1.5 million has been expended to date. His estimated cost for restoring the aproximately 3 miles of SR 1625 and SR 1604 is $60,250 which can be accc:mrodated under the existing ror budget line in the EPA/NC Cooperative Agreement. Since the roads were damaged during the course of the project, the restoration to pre-project serviceability is an allowable cost under EPA Assistance Award ID No. CX810314-01-0. I, therefore, concur with the addition of this task to the NC ror object class category budget and work plan activities. Please amend the cooperative agreement on pages 12 and 54 to reflect this added task (I suggest it be designated activity 6-H). \ -2- If Mr. Adams elects to defer the actual restoration work until the Spring of 1983, when local ambient temperatures are more satisfactory for the laying of asphalt, please so advise.
