Re: Request for Amendment and Extension
of Permit No. 7634
Warren County PCB Landfill
Wastewater Treatment and Disposal Facility
Warren County
Dear Mr. Helms:
Heman R Clark, Secretary
~tC ElvjZ,
ov 15 1982
In regard to the subject project covered by Permit No. 7634,
issued September 14, 1982; I am hereby requesting amendment and ex-
tension of this permit due to circumstances unforeseen at the begin-
ning of this project. I am requesting extension bf this permit's
present expiration date of January l, 1983, until July 1, 1983, to
allow for continued operation of the subject wastewater treatment
facilities. Also, the location and method of final disposal of the
treated wastewater should be revised by amendment of the permit to
allow for the continued use of the wastewater treatment and dis-
posal facilities after the landfill has been capped and closed.
Due to some heavy amounts of ra i nfall and some minor problems
with the rainwater/leachate collection system dur i ng the filling
of landfill; there is a greater vol ume of wastewa t er to be treated
and disposed of t han wa s anticipated and therefor~ t he faciliti es
must operate longer than expected. In order to insure the integrity
of the landfill, the landfill will be capped and ~losed and the
volume of leachate wastewater will be treated and disposed of in
accordance with your Division's regulations. I propose that the
wastewater treatment faci l ities be operated as was proposed and ap-
proved by Permit No. 7634 excep t that instead of spray irrigating
the treated and an al yzed wa stewater into the landfill 's open pit,
the effluent wastewater be irrigated onto the disturbed landfill
site (landfill and immediate surrounding area) as part of the close-
out procedure. The disturbed areas are to be graded and seeded with
