This office has been given the responsibility for perpetual
post closure monitoring and inspection of the PCB Landfill. The
Environmental Protection Agency's landfill approval letters (4 June
1979 and 14 December 1981) identify a strict momitoring program.
This consists of the sampling of surface waters, surface water
sediments, and groundwater every six months and inspection and
removal of any liquids discovered in the leachate collection systems
every month.
Recent field trials using equipment already owned by this branch
or readily available to us show that we are ill-equipped to perform
all the required tasks. We are also financially incapable of purchasing
the necessary equipment.
Of immediate need is a submergible pump capable of being operated
with a portable power supply. Primarily this pump would be used to
evacuate any liquids that might collect in the leachate collection
systems. It might also be used to pump the monitoring wells dry in
preparation for their sampling. The approximate cost for the pump
and power supply would be under $1,800.00. Al Hanke has indicated
that Superfund monies may be available to cover only a portion of
this cost.
Of less immediate concern is the need to name a lead State Agency
to deal with post-closure operation and maintenance problems such as
disposal of leachate and earth repair work on the site.
Your attention to these matters and any aid you can give us in
securing necessary funding for equipment would be greatly appreciated.
