FROM: Director, Division of Health Services Marshall Staton, Chief Sanitary Engineering Section SUBJECT: Contaminated Soil PCB Mixture Site Ranking Please find atta.ched a copy of site specifications for contaminated soil PCB mixtures as interpreted from the federal rules and regulations and as recommended by the state solid and hazardous waste programs for locating a chemically secure area. Also attached are two site rankings as prepared by EPA an.d our office. Desirable features of the recommended sites are .included and reasons for not recommending alternate sites for consideration at this time are given. The recommended two-site combination is Chatham and Warren as a first choice with Chatham and Nash being the second choice. Please note that our recorrmendations do not include an artificial liner for this particular problem and recognition is given to the fact that a SO-foot separatj9~- between the groundwater ·and the disposal site bottom is not prac tica 1. Howeve~ __ . ~ our state recommendations do include a holding pond for use during construction and provisions for gas and vapor monitoring and release at the site. Attachments PLAINTIFF'S EXHIBIT 4 .. --· ······--------·------·-······ FEDERAL EPA SITE SPECIFICATIONS FOR THE DISPOSAL OF PCB MIXTIJRES AS CONTAINED IN FEDERAL REGISTER, VOLUME 43, NUMBER 34, DATED FEBRUARY 17, 1978 -7 Three foot compacted soil liner with permeability of lxlO cm/sec, greater than 30 percent passing Number 200 sieve, Liquid Limit greater than 30, and Plasticity Index greater than 15. In addition to the above, an artificial liner of 30 mill thickness is required. Fifty foot separation between waste and the nearest groundwater. {Discussions with EPA personnel in interpreting the requirements for separation between waste and groundwater and recognizing general soil and water table conditions prevalent in the contaminated counties has resulted in the following specifications to achieve , the intent of the SO-foot separation requirement. At a minimum, five feet of ( naturally thick and relatively impermeable materials plus three feet of impermeable lxl0 -7cm/sec soils plus a 30 mill artificial liner covered by two feet of permeable material for liner protection and to allow leachate movement if generated and also, to accommodate the leachate collection system would be required to separate waste from natural groundwater conditions. Waste site would have to be covered with an artificial liner in addition to a two-foot cover of impermeable soils.) Site elevation for protective dyking above 100-year floodwater elevation. Low to moderate relief in topography. ( - 2 - .Monitoring system consisting of three monitor wells and monitoring of both groundwater and surface water sources in and around the disposal site. Laboratory analysis to consist of background and continuous monitoring for PCB's, Ph, specific conductivity and chlorinated organics. Provisions for leachate collection. Operational plans subject to Regional Administrator approval. Fencing and other security precautions, including signing. Adequately constructed and maintained access roads. Approval of design and operational plans including detailed reports of the waste material proposed for disposal, site plans and design drawings, technical data on soils and water table to demonstrate reql.irements of containment can be met,. sampling and monitoring techniques to be utilized, expected waste volumes of PCB' s, other state, local, and federal permits or approvals and time schcdu les for complying with the PCB disposal regulations. ) C ( RECOMMENDED SITE SPECIFICATIONS FOR A PREPARED SITE TO RECEIVE A MIXTURE OF SOILS CONTAINING PCB'S AND OTHER CONTAMINANT CARRIER MATERIALS, GRASS, ACTIVATED CHARCOAL, ASPHALT, AND OTHER INCIDENTAL RESIDUE PARTICLES FOUND ON HIGHWAY SHOULDERS WITHIN THE 14-COUNTY CONTAMINATED ZONE -7 A soil liner consisting of three feet of compacted soil meeting the lxlO cm/sec pet::meability requirements and other federally recomnended limits for Liquid Limits and Plasticity Index. A minimum of ten feet of separation between the static water tabl~ and the . deposited waste, including placed impermeable and permeable soil liners. (The recommended section then would have five feet of naturally thick relatively impermeable material plus three feet of compacted impermeable soil liner plus two feet of permeable soil material to accommodate a leachate collection system and to provide sufficient cushion to protect the leachate collection system during filling of the site. Final cover would consist of a 10 mill artificial liner cover in addition to two feet of impermeable soil.) Site located above 100-year floodwater elevation. Low to moderate relief in topography. A monitoring system consisting of at least three monitor wells and sampling stations established on existing surface water sources. -·----· -·-·--------- 2 Lab analysis to include PCB's, Ph, specific conductants (when ~quipment is available), other chlorinated organics, and analysis required for routine drink in(~) water sampling. Security measures to include fencing and signing at a minimum. Adequate access road to be constructed and maintained. Concurrence from other state agencies having statutory responsibilities to maintain environmental quality. De~ign and operational plans to include topo before and after drawings. A repc specifying operational and development movements and other detailed reports including requirements for site monitorin& leachate system construction, line· construction, expected waste volumes, holding pond specifications, erosion cc techniques, and description of the apparatus to be used for gas and vapor mo and rele.ase. Plans should show sufficient: buffer to allow for future monitoring, holdfr construction, and surface water control. Also, more data on groundwater elevations was desired. ** Some reservation on location expressed. Overall technical evaluation was that any of the six sites could be used with proper design. ( ( SITES NOT CONSIDERED IN TWO-SITE COMBINATION BECAUSE OF LOW PRIORITY Wake (NCSU) Person (O'Briant) Granville (Pruitt) Ranked last on a comparative basis due to its close proximity to populated areas. This site ranked second from last due to lack of isolation features and it~ location is not compatible with the greatest waste volumes. Ranked third from last due to lack of non-dedicated right-of-way on adjacent properties which must be crossed. ( ,. 1 RECOMMENDED TWO-SITE COMBrnATIONS AND SITE CHARAC°TERISTICS SHOWWG DESIRABLE FF.A TIJRES FOR POSSIBLE USE Warren (Pope Property) _Desirable Features: 1. -7 Site has sufficient volume of lxlO cm/sec soil for constructing a three foot compacted soil liner. The soil clay content exceeds the minimum requirements a~ specified in federal regulations. 2. Sufficient soil is available on site to meet t.he two-foot penneable medium requirement to accommodate leachate collection devices. This soil is available without alteration or additives. 3. Up to 25 feet of depth available for PCB soil mixture waste. (May be desirable to decrease working depth to accommodate delivery trucks entry and exit. 4. Natural surface gradient is approximately 4 percent. 5. Sufficient acreage can be identified for locating the disposal site, spoil storage areas, surface water control requirements and a holding pond. 6. Very little clearing required. (Site is currently used for production of soybeans.) 7. Excess stockpile soil could be blended into final landscape design. 8. Has good isolation features. 9. Does not flow directly into water supply A II Stream. 10. Is ranked second of those counties having contaminated roadside shoulders. Requirements Before Use: In addition to meeting detailed siting requirements, the following actions would have to be initiated or completed prior to acceptance of wastes. 1. Obtain concurrence of local officials. 2. Purchase property. 3. Construct approximately .5 mile of access road. 4. Prepare site in accordance with approved plans. 5. Record site description documents with local register of deeds. Chatham (Chatham County Sanitary Landfill Site) Desirable Features: 1. Has sufficient soil for three-foot compacted soil liner which will exceed clay silt requirements of the federal .regulations. 2. Has on-site soil which could be used for two~foot leachate medium after alteration and mixing of an equivalent six inches of sandy material covering the disposal area. 3. Up to 20 feet of depth available for PCB soil mixture disposal. 4. Natural surface gradient is moderate. 5. Has sufficient room for locating the disposal area, stockpiling soil material, installing monitor wells, and constructing a holding pond. developing surface water control 6. Light clearing needed before construction. 7. Terrain is such that trucks could enter the lower portion of the site .... for delivery of wastes. 8. Excess soil material could be used for landfill purposes. 9. Has isolation feature and is already established as a solid waste management facility. 10. Does not fe·ed directly into water supply A 11 Stream. 11. Has more contaminated shoulder miles than any of the other affected counties. ---· ----· --·--· --··--------- _) .. ( -3 - Requirements Before Use: 1. Obtain concurrence of local officials. 2. Compensate Chatham County for property use by obtaining additional adjacent property. (This is an absolute requirement if more than half of the waste material is designated for this site.) 3. Construct approximately 2,000 feet of access road to the receiving area. 4. Prepare the site in accordance with approved state requirements. S. Rec.ord site description of any newly acquired and affected property with the local register of deeds office. Nash (Baker Property) Desirable Features: This site should only be able to accommodate half of the PCB contaminated soil mixture due to the constraints in engineering the site for truck exit and entry, site disposal, locating monitor wells, sub-surface water control, and a holding pond. 1. . -7 Sufficient volume of the lxl0 cm/sec soil is available for constructing a three-foot compacted soil liner. A clay silt content exceeds require- ments as specified in the federal regulations. 2. Soil for creating a two-foot leachate medium is available; however, it would require alteration with an equivalent six inches of sand over the disposal area bottom mixed in with soils available on-site. 3. Up to 16 feet of depth is available for soil contaminated with PCB waste material. 4. Disposal site would be located on a relatively flat platenu; however, the overall site would require more detailed engineering in locating exit and entry.points for delivery trucks, the holding pond, and other site require- ments. -4 - 5. The site does have sufficient acreage for locating surface runoff devices, ·stockpile areas, the holding pond, the disposal area, and monitoring weJ ) 6. Although not an undesirable feature, excess soil material would have to be transported further from the point of excavation than would be required at the other sites being considered. 7. Has desired isolation features. 8. Does not discharge directly into a water supply A II Stream. 9. Ranks third in ranking of counties for contaminated roadside shoulder material. Requirements Before Use: 1. Obtain concurrence of local officials. 2. Purchase property. 3. Construct approximately .4 mile of access road. 4. Prepare site in accordance with state requirements. (Preparation includes medium to heavy clearing of trees and vegetation.) 5. Record site description documents with local register of deeds office.
