The E.P.A. site evaluation determination was that all the sites
under final consideration were essentially equal from a soils standpoint.
The final E.P.A. site determination was that the States ranking was
correct and supported this ranking, when all (not just soil) criteria
were evaluated.
The State had ranked Warren and Person County sites as ·approximately
equivalent with respect to soils, and above all other sites under
consideration. However, the Person County site indicated a groundwater
that was closer to the surface and fluctuated as much as 9.5' in a 24
hour period of time. These two factors offered a site that was less
protective of groundwater than the Warren County site. (The site was
also not hydraulically isolated (ie.the discharge of groundwater from
this site could possibly come in contact with homes on the immediate
vicinity) where as the Warren County site was located between a set of
draws or discharge points immediately adjacent to the site and could
not possibly come in contact with a home water supply). In addition,
a second site was bored in Person County very similar to the first site ~ and rocks were encountered at 91 depth. Due to the limited date.e..on
the first site few borings, the potential for finding rock with extensive
testing was a probability. In addition there were 20 -30 homes in the
immediate vicinity and none at Warren. Therefore, the State made a
decision to first intensively test the Warren County site. These tests
indicated a soil permeability 8 times better than the minimum standards
and as a result of this the final decision was to utilize the Warren
County site. When E.P.A. evaluated the sites the soil permeability
data performed by the State was not available to them.)
