HomeMy WebLinkAboutNCD980602163_19780921_Warren County PCB Landfill_SERB C_Crime Control News Release re Brief on Test Removal of PCB-OCRNorth Carolina Department of -CRIME CONTROL &PUBLIC SAFETY Civil Prepazedness Civil Air Patrol state Highway Patrol news release National Guard Alcohol Law Enforcement Crone Control BRIEF ON TEST REMOV AL OF POLYCHLORINATED BIPHENYL (PCB) ON NC-58 IN WARREN COUNTY, NORTH CAROLINA September 21, 1978 PURPOSE: To test effectiveness, safety and environmental effects of removing and hauling PCB contaminated soil. OPERATIONAL DATA: Beginning time --10:00 a.m. Ending time --approxima t ely 3:00 p.m. 25-50 dump truck loads of contaminated soil (100-200 cubic yards t ~-]) · '· will be ·removed from a one-mile long strip of the shoulder of NC-58 ~n i~arren County and hauled t o DOT maintenance yard, west of Warrenton, for temporary storage . (Alternatives for permanent disposal are under study.) EQUIPMENT: 1. The shoulder surface will be moistened by a hydro-seeder to prevent excess dust. TEMPORARY STORAGE: 2. A motor grader will scrape the soil to a depth of three inches and deposit it on the pavement. 3. Soil on the pavement will be conveyed into dump trucks by a force feed front end loader . 4. A hydro-seeder will apply another water application to pavement and shoulder to control dust. 5. A rotary broom wi ll brush the water solution and any soil on the pavement onto th~ shoulder . (Signs marking low shoulders will be installed until reshaping and reseeding occurs at a later date.) The contaminated soil will be stored on the grounds of the maintenance yard between four layers of polyethylene which will isolate it from surrounding air and water until it is removed to a permanent disposal site. The storage si te will be enclosed in a fence and marked with a sign. J. Phil Carlton, Secretary Linda Irwin, Information Officer,(919) 733-5027 Box 27687, Raleigh, N.C. 27611 HEALTH EFFECTS PRECAUTIONS: All participants and observers who will be in close proximity to the scraping, lifting or dumping of the contaminated soil will wear air filtration devices and protective clothing. ALL PERSONNEL ARE CLOTHED FOR MAXIMUM PROTECTION. THE TEST WILL DETERMINE HOW MUCH OF THE PROTECTIVE EQUIPMENT CAN BE REMOVED FOR THE ACTUAL PCB CLEANUP. All persons wearing this protective clothing will shower in a field shower supplied by _the U. S. Anny at the completion of the test as an additional precaution. Every person participating in the test has had a blood test to deter- mine liver function and to establish existing levels of PCB. Approximately 60 people will be equiped with protective clothing. Air monitoring stations have been set up to record pre-operation conditions and compare them with operational conditions at a variety of locations and distances from the removal site, haul road and storage site. Air monitoring is being handled by the U. S. Environmental Protection Agency Health Effects Research Laboratoryand by the Department of Human Resources. EPA indicates the results of the monitoring should be available in four \-Jeeks. News media who have had blood tests will receive and put on protective equipment and board a transporter truck for St. Stephens Baptist Church. NOTE: Attached maps are for your use in getting to and from sites. Routes for getting to the temporary storage site from the test site while the testing is underway is marked for those who are not with the blood tested group. Please be on time.
