Land[ill Criteria As Proposed By EPA

a. Suffi cie nt information shall he submitted to demonstrate that landfills loc-
ated ove r useable aquifers s ha ll be located, constructed, and operated s o as
to prevent direct surface or sub-surface hydraulic connection between th2 site
and surface water or ground water. In order to achieve this objective, aerial
photos showing site information of at least one mile in distance from the dis-
posal site in any direction will be required. In addition, substantial site
borings shall be made to determine the total sub-surface conditions as they
exist at the disposal site.
b. Sufficient infoTI1.2tion shall be provided to demonstrate that the landfill can
be located, constructed, or operated so as to prevent erosion, landslides, or
slumping. Basic information in this regard would include soil types as they
exist both on the surface and in sub-surface conditions. Information on the
permeability of both the surface and sub=surface soils shall be provided.
II. Design Considerations
a. Sufficient information shall be provided to demonstrate each landfill r~n bP.
located, constructed, and operated either in existing natural sub-surface con-
ditions or with the addition of a liner at the landfill site.
b. Sufficient information shall be provided to demonstrate that sufficient distance
to allow leachate monitoring and to provide adequate space for correction of
any permit violation.

c. Landfill site borders shall be 500 feet from any functioning public or private
water supply or livestock water supply. That means 500 feet when the site is

located upgradient from any of the listed water supplies. The design consideration
shall consider use of liners in addition to natural buffer zones between the
historical high ground water table and the proje cted elevation of the waste re-
ceiving site. Disposal sites in flood plain areas or adjacent to downstream

reaches of major or tribut3ry drainage will not be allowed.
III. Qp eratiunal Considerati ons
a. Waste containing free moisture will not be accepted at the landfill site.
Wastes which are subject to resolubilize will be required to be chemically
fixed in such a manner that the possibility for resolublization is reduced.
Toxicity shall be reduced to a point that the materials can be considered to
be basically inert in the landfill environment and in their stabilized state.
b. Potentially incompatible wastes shall not be permitted to come in contact with
one another where such contact could create a dangerous situation. Vertical and
horizontal movement of gas must be controlled in such a manner that it will not
be harmful to the public health or to the adjacent environment in which the land-
fill is located.
c. Abatement action shall be taken regarding the known breeding, harboring, or
feeding vectors or any other pest of public health significance in and around
the landfill site. Cover practices shall be commensurate with the materials
being disposed and whenever possible shall be compacted and covered d_aily.
Final recovery requirements shall conform to closure and long tenn care pro-
visionXfound elsewhere in these regulations. Site information consideration
shall include establishment of bench marks and ~~~viding of sufficient information
to show original contours which can be utilized as a base reference when reviewing
final contours as will be found in operational plans. Uncontainerized waste
which are incompatible are to be disposed of in separate landfill areas or
isolated within the same landfill by impermeable barriers.
IV. Site Operational Restrictions

Pumpible sludges may be cons ider ed for disposal a fte r solidification through ·
chemical fixation or absorption with suitable inert materials such as soil, lime,
clay , s and, or other suitable mi xing material.
V. Other Oa e r ational Consider~ti ons
of a. Sufficient sorbent material shall be on hand to sorb all.Athe liquid contents
of each container of liquid waste being held in storage on the hazardous waste
disposal site.
b. Structures for diversion of surface waters shall be constructed to prevent
surface water runoff from entering the waste landfill. All surface water from
the operational area of the disposal facility shall be collected and treated
the asAhazardous waste. Gas venting can be considered as a means for controlling
the vertical and/or horizontal movement of gas at the waste landfill. Fire
hazards, infiltration, odors, erosion control, control of vectors, and other
pests shall be minimized by the application of daily cover. When an area
of the landfill is expected to be inactive over an extended period of 'time,
considered to be one week or more, intermediate cover shall be provided of at
least one foot in thickness.

Soil liners consisting of soils having a permeability of 10 to the mimts-&
in f¼Ultimeters per SP~o..nd.....and at least five feetAthickness shall be specified as
a soil liner in addition to any buffer deemed necessary by the department above
the the existing usable ground water table. Other criteria forAsoil liners include
no more than 30% of the soil passing a No. 200 sieve with a liquid limit .of less
than 30 with a plasticity index equal to or less than 15, and finally, with a
PH of 7 or higher. ---7 Leachate collection systems shall be operated so as to contain any leachate
formed and have the capability of removing it from the landfill site. Soil
permeability shall be the same as specified for the liner of the landfill disposal

site when used in connection with a leachate collection system. Minimum thickness
of this liner shall be determined on a site by s i t e basis. The liner grades
shall be such that the l eacha te is drained direc t ly by gravity to a sump ·collection
area. Design of the leachate collection system shall include a permeabl e layer
to permit any generated l e acha t e to move rapidly to the collection sump ar ea .
Waste placed in sites having leachate collection systems shall be placed so as
not to disturb the proper functioning of the leachate collection system. The
leachate shall be removed periodically in order to prevent overspilling of the
collection sump area and in such a manner that any possibilities for creating
a hydraulic head are removed. Leachate collected from this system shall be
treated as a hazardous waste a·nd wo1.1ld be subject to treatment as hazardous waste
identified from any hazardous waste generation point.
