HomeMy WebLinkAboutNCD980602163_19820923_Warren County PCB Landfill_SERB C_Statement from EPA Region IV Administrator-OCRSeptember 23, 1982 STATEMENT FROM CHARLES R, JETER, EPA, REGION -IV ADMINISTRATOR It has come to my attention that William Sanjo~r will be addressing a citizens• group in Warren County, North Carolina, this weekend, It must be noted that Mr, Sanjour is acting in his capacity as a private citizen and is not acting in behalf of the Envi\ronmental Protection Agency, Also, he was not involved in any of the technical and engineering decisions which went into the projep t ~ I On December 14, 1981, the Region IV office of the u.s. Environmental Protection Agency issued its final approval for the Warren County PCB landfill to be owned and operated by the State bf North Carolina. This approval was issued only after considerable tech nical review to insure that the site, along with the proposed construct ion and operation, met the requirements for a chemical waste landfill. These requirements are described in the PCB Disposal regulations found \at 40 CFR Part 761, At a public hearing, and during the comment perf od following, EPA provided ample opportunity for public input into the decision making process. EPA has confidence in the design of the landfil~, which incorporates the use of multiple liners, mechanisms for the collection and removal of liquids if they develop in the landfill, and a capping system to prevent infiltration of precipitation into the landfill after it is closed. We are also confident that the State h~s the ability to construct and operate the landfill as it has bee~ approved, and believe that the site, when completed, w i 11 provide for lsaf e and secure disposal of the contained PCB contaminated roadside material,
