Clark, Secretary September 14, 1982 At 10:30 a.m., September 15, a news conference to update progress of the clean-up and disposal operations will be held at the PCB landfill in Warren County. In order to minimize congestion at the landfill, press cred~ntials will be required for admittance to the stte. Parking will be available on the left side of the site just past the entrance. Further news conferences will be held if necessary. For media unable to attend clean-up or disposal operations, progress can be monitored on the N. ROADSIDES TO BE CLEANED -Add 1-1-1 "After soil has been removed from these five locations, crews will begin removing soil from the remaining affected roadsides,'' Phillips said. In addition to the Warren County site, areas found to have the highest concentrations of PCB include: NC-210 in Johnston County, from its intersection N1C-50 southwest; Secondary Road 1346 in Chatham County, from Secondary Road 1506 west; NC-87 in Harnett County, 1.1 miles south of Secondary Road 1203; and NC-58 in Nash County, about a half-mile south of Secondary Road 1145. The counties where PCB's were illegally dumped include Alamance, Chatham, Edgecombe, Franklin, Granville, Halifax, Harnett, Johnston, Lee, Nash, Person, Wake, Warren and Wilson. About 32,000 cubic yards, or the equivalent of 3500 large dump trucks of the contaminated soil, wi 11 be removed and transported to the 1 andfi 11 in l:Ja rren County, Phillips said. Construction of the 1 andfi 11 began in June after the Envi ronmenta 1 Protection Agency provided $2. 5 mi 11 ion in federa 1 "superfund'' money. "Every effort is being made to protect the public and employees during the pick up and transportation of the soil ,11 Phillips said. "We will not move any contaminated soil to the Warren County site until the landfill receives final approval from the EPA, our state environmental personnel, and our consulting engineers Suerdrup and Parcel .11 Haul routes have been established to avoid congested areas, and will be under constant surveillance by vehicles equipped with two-way radios, Phillips said. He said a shoulder strip about 30 inches wide and three inches deep wtll be removed from the roadside. ***MORE*** Page 2 of 3 PCB Removal To Start 210 MILES OF N.C. ROADSIDES TO BE CLEANED -Add. 2-2-2- To contain the dust the contaminated areas will be sprayed, if necessary, with water before and after the soil is removed. All trucks will be specially equipped and covered to prevent any spillage during the trip. "All employees will be given the option of wearing protective clothing, and employees who work closely with the soil will wear protective gear, such as respirators and protective coveralls," Phillips said. Except for the special equipment and gear, Phillips said the clean-up procedure is similar to the DOT's typical shoulder maintenace operations . After the clean-up operations have been completed, the shoulders will be reseeded to prevent erosion. ***DOT*** Page 3 of 3
