:OCB FACT SHEET
First report of a chemical spill which was later identified
as PCB on N.C. 58 in Warren County.
PCB located along roadsides in several gther North Carolina
CX)unties incltrling Johnston, Alamance, aind Chatham.
Conference held with representatives of the De:partrrent of
Hurran Resources, De:partment of Agricul tqre, Attorney General 's
Office, Department of Transportation, Envirornuental Protection
Agency, and the ne.vs media to discuss th:e PCB durnpings.
Activated charcoal solution and liquid asphalt applied along
210 miles of North Carolina highways where shoulders had been
contaminated by :OCB. This action was td,ken at the recarrnendation
of specialists at North Carolina State University, who submitted
a plan for temporarily deactivating the PCB to prevent migration
and to reduce any hazard to the public.

Test CX)nducted along a contaminated roaqi shoulder on Highway 58
in Warren County.
Test results of the pick-up of oontaminated soil along the roadside
in Warren County show that the CX)n~ted soil can be picked up
and treated without harming the envirornpent or personnel involved.

The state obtaine:l. an option on 142 acr~ of land in warren County
to be use:l. to dis:i:ose of the contaminatedi soil that would be
picked up along the roadsides in 14 Nortlil carolina counties.
Application filed with the EPA for approval of the Warren County
site as a dis:i:osal area for the FCB con~nated soil.
Public hearing on the Warren County site conducted in Warrenton
National Guard Amory.
:Ebbert Burns and sons pleaded guilty to a violation of the federal
Toxic Substances Control Act. Burns received an active jail
sentence and his sons were placed on prcbation.
EPA's Region IV administrator approved Warren County site, and
the state's application to construct a FCB landfill there.
Robert Burns and sons plead guilty to s¥-te charges surrounding
the PCB dumping in Halifax County Super~or Court. Burns later
receive:l. an active jail sentence and his sons were placed on
probation. Buck Ward was found not guiJ.Jty on state charges.
Engineering consultant firms were intenrie.ved by the state and
a reconmendation was made to the Capita]!. Building Authority for
selection of a finn to develop plans for a FCB landfill in Warren
County.
Buck Ward tried and foun::1 guilty of a violation of the federal
Toxic Substances Control Act. He receiwe:l. an active jail sentence
and a $200,000 fine.
Contract for a:mstruction of the FCB land£ ill awarded by the Capital
Building Authority perrling the approval of federal "Superfund" rroney
to fund the PCB cleanup project. The contract was awarded to the low
bidder, Jim Lineberger Grading and Paving Cc:rnpany of Gastonia.

cooperative agreanent which provided $2.5 million in federal
"Superfun:i" noney to construct a PCB landfill in Warren County,
and to clean up the PCB contaminated soil alo11CJ 210 miles
of North carolina roadsides.
Construction began on the PCB landfill in Warren County.
