Enclosed is a letter, dated August 14, 1982, addressed to the eairh services
President of the United States, with carbon copies to the Cabinet
Members. Also enclosed is a copy of an article from Peoples
Magazine, about Hugh Kauffman, an EPA official oppesed to landfills.
We, the Warren county Citizens Concerned about PCB, along with all
Warren County Citizens, are at this point afraid. Over and over
we have been told that this chemica1:1andfill being placed in
our county is a political issue, and it is useless to fight it.
Recently we talked with Mr. Al smith, an EPA official in charge
of the Superfund money in Atlanta, Georgia. He stated that he
was told by Gov. Hunt's office that the landfill in Warren County
is the number one priority in the state. However, since it can
be detoxified on site at less than half the cost and without the
danger of hauling contaminated soil, why move it?
At present there is a :reporter from the Buffalo, New York Courier-
Express in our county, writing of our four year battle to prevent
this disgrace to our state. This reporter worked for three years
with Lois Gibbs to help her to expose the Love Canel Story. We
do not want a Love Canel here.
At the landfill there had been small happenings, like tacks in
the road, until Sunday. Then the major cuts in the liner. We
the Warren County Citizens Concerned about FCB, do not condone
this, but it is a sample of the temper• of the people in Warren
County. We do not want the National Guard called, and somebody
hurt, or possible worse, but we have been told they will be
called if necessary to complete the landfill. And we do not want '
the landfill.
We hope not every elected government official in this state is
afraid of the truth. Do any of you want this in your back yard,
with the attached stigma? There are 270 homes within a 1 mile
radius of the site, including a plantation home on the national
Historic register, an .elementary school, and two churches.
Warren County is already one of the poorest in the state, can
somebody help us befo~e it goes economically down the drain, to
further our governor's political ambitions.

Dr. James~. Grabill, a Warren county physician, recently announ::ei his intention of leaving the Warren County area. He stated that the proposed toxic waste landfill could become a lethal situation to the citizens of this area. Dr. Grabill said that he came to this coI!ml-nity to provide service in the interest of the health of its members, but the action on the i:art of the government of this state in bringing a chemical waste landfill here is diametrically apposed to that objective, and is totally unacceptable to him. He states that among his reasons for leaving this area, this is one of the
strongest.
We, the Warren County Citizens concerned about PCB have been trying for four years to avoid this type of loss to our county. We do not blame Dr. Grabill, but regret very much his leaving.
We have not given up the fight. We are planning a mass meeting on Wednesday, Sept. 8, 1982, at 7:30 P. M., at the Afton School House. Subject: Are you willing to be one of the ones to say -NO -We Will not have a Chemical Landfill in our county!
