repai rs made to the 30-mil PVC liner which wa s cut by vandals
during the late evening hours of August 21 or early morning hours
of August 22. This is in accordance with the Aug ust 23 letter
of James H. Scarborough.

Gentlemen:
This letter is to certify to you that all of the cuts made by vandals in
the 30-mil PVC liner have been repaired. The repairs were made under
the direct s upervision of Mr. Richard Kutsch, PE, factory representative
of Staff Industries, supplier of the liner. All repairs were made in
accordance with the specifications for the project (Section 2-F), and
were inspected by Sverdrup & Parcel's representative on the project, on
August 25 and 26, 1982.
