Dear Mr. Newsome :
I am writing in response to your letter of August 6 and the Warren
County Commission Resolution of August 2 concerning the PCB landfill
now under construction in your county.
Attached you will find an outline of the monitoring program which
the State of North Carolina will carry out under its agreement with
the United States Environmental Protection Agency. As you will note,
the plan i ncludes monitoring the ground and surface water on a monthly
basis duri ng operation and on a semi-annual basis during the post
closure period. It further includes monitoring the leachate collection
system on a monthly basis during both the operation and post closure
periods. It is the opinion of the technical staff of both the state
and the EPA that more frequent monitoring of the ground and surface
waters would not result in any more accurate indication should any
material be migrating from the landfill. If any PCB contaminated mat-
ter is found in the leachate collection system, it will, of course,
be dispos ed of in a manner approved by the EPA.
As to t he tempora ry disposal site at Grove Hill, removal of this
contaminated soil to the landfill is a part of our overall cleanup
plan.
Your resolution al so requested that t he Warren County Health
Director be notified in advance of any monitoring and provided copies

of all written inspection reports. We will be most happy to do so.

resolution. If not or if I can be of further assistance, please let me
know.

MONITORING PROGRAM
I. General -All water samples will be analyzed for PCB's (Specifically
Arochlor 1242 & 1260) in the laboratory. Ph and specific
conductance will be determined in the field .
-All sediment samples will be analyzed for PCB's (Specifically
Arochlor 1242 & 1260).
II. Groundwat er Sp ecific
-Each monitoring well will be sampled three times to establish
background quality prior to waste disposal.
-Duri ng operation of landfill all wells will be sampled monthly
-Post Closure -Each well will be semi-annually
III. Surface Water Specific
-Each surface water sampling point will be sampled (water and
sediments) three times to establish background quality prior
to waste disposal.
-During operation of landfill each sampling point will be sampled
(water and sediments) monthly
-Post closure -Each sampling point will be sampled (water and
sediments) semi-annually.
IV. Leachate Collection System
-Each l eachate collection sys tem will be monitored monthly
following closure of the landfill.
