AFFIDAVIT
My name is Namon Anthony Nassef. My company's name is Polybac
Corporation.
Lhave a Bachelor of Science Degree in Mechanical Engineering
from North Carolina State University and a Master of Science
Degree in Sanitary Engineering from the University of Oklahoma.
I am a Registered Professional Engineer in the states of Penn-
sylvania, Florida, Louisiana, North Carolina and South Carolina.
I have been working in the field of industrial waste treatment
for the past ten years. My most recent experiences with hazard-
ous waste involve the biodecontamination of pentachlorophenol
and oil/grease in soil at a major wood treating facility, biode-
gradation of formaldehyde spilled on a railroad siding, and bio-
degradation of monomer styrene spilled on a road side from a
collision.
Polybac Corporation is presently treating contaminated soil con-
taining PCB-1260, PCB-1254 and oil/grease in situ via biodegra-
dation in the state of South Carolina.
The process involves tilling in the specific biochemical pro-
ducts with th~ appropriate nutrients and biodegradable emulsi-
fiers on a weekly basis into the contaminated soil. Knowing the
PCB and oil/grease contaminations at the start of the demonstra-
tion, we sample the site weekly and track the average PCB and
oil/grease reduction. As of the past ten weeks data, the average
PCB concentration has been reduced by 52~ and the average oil/
grease concentration has been reduced by 53%.
The site started with hot spot concentrations over 3,500 ppm PCB
and over 21,000 ppm oil/grease. After the tilling operation,
the average PCB ·concentration was 250 ppm with oil/grease at
16,900 ppm over the quarter acre site. As of the tenth week
of treatment, the average concentration has been biodegraded
to 130 ppm PCB and 8,966 ppm oil/grease.

The demonstration will continue for an additional five more
weeks at which time the data will again be reviewed. The goal
of this demonstration is to determine just how low a concentra-
tion is obtainable through biodegradation of these compounds in
the real world.
In my professional opinion and based on the existing data, this
biodecontamination process can work under the appropriate pro-
cess conditions in the North Carolina situation.
