C. Superfund Project PCB Landfill Deviation from Approved Construction Plans Dear Mr. J eter: RAFT Groundwater monitoring wells have recently been irtstalled at the Warren County PCB Landfill as part of its construction activ ity. While apparently meeting EPA standards, they do not confonn to North Car~lina Standards which require additional grouting a nd use of a bentonite s eal 1 above the well screen. I am requesting that North Carolina be allowed to install four additional ground- water monitoring wells to replace the four existing uns~tisfactory groundwater monitoring wells. These replacement wells will be: 1) Installed within 10 feet of the existing wells. 2) Installed with a bentonite seal above the well screen. 3) Installed with grout extending from land surfate to the top of the bentonite seal. 4) Screened so as to provide monitoring capabilit)' for at least the top ten feet of the surficial saturated zone at its lowest expected elevation. 5) Developed using drilling mud or revert as approved on June 24, 1982 via field let ter (Tom Karnoski -N. C. Soiid and Hazardous Waste Management Branch to Robert Boone -Sverdrup & Parcel). 6) Installed as soon as possible. 7) Wells will be clearly l abeled as monitor wells, not to be used as a source of water supply. 8) Sampled (2 r eplicates) to assure background quality data is similar to background samples collected from ttle original wells prior to any waste disposal . If background wa tj er quality deviates from t hat of the original wells, a new background water quality data base line must be established for the new welld as originally required and prior to any waste disposal. • Nr .
