Boone ~ DATE: June 14, 1982 SUBJECT: PCB Waste Disposal Site Warren County, NC Pre-construction Conference A pre-construction conference for the above proj~ct was held at the site in Warren County, at 10:30 a.m., June 10, 1982. In attendance were: Bill Phillips -N. C. Department of Crime Control & Public Safety Russ Edmonston -N. C. Department of Crime Control & Public Safety M. C. Adams -N. C. Rainey -Sverdrup & Parcel Dan Biechler -Sverdrup & Parcel Robert Boone -Sverdrup & Parcel It was agreed that a notice to proceed with construction of the project would be mailed by Sverdrup & Parcel to the Conttractor on June 10, 1982, stating that he shall begin work on Monday, June 21, 1982. This will allow the tenant farmer sufficient time to harvest his wheat on the site, The Contractor may deliver his equipment to the site prior to June 21, but should not interfere with the farmrr's operations. Mr. Meyer stated that it was vital that bhe monitoring wells be installed as soon as possible after work b gins, as they must be monitored for approximately one month prio to placement of PCB materials. Mr. Crisp stated that the Contra¢tor would schedule this work to begin on June 21. Mr. Karnoski will be the State Representative for all necessary water monitoring, both gr undwater and stormwater runoff, during and after construction. It wa stated that results of water testing will be available in 6 to 8 hour from time of sampling. Mr. Adams stated that the Department of Transportation was planning to begin hauling of PCB materials on approximately July 24. This schedule was acceptable to all. He estimates hauling time at about 20 working days, using 5 loading machines, and approximately 35 Tandem dumptrucks. The D.O.T. crews intend to work 10 hour days, and this will require the Contractor to have equipment available for spreading the material at least 12 hours per day. Mr. Crisp stated that the Contractor will ensure that they have sufficient equipment to handle the volume of material being delivered. The D.O.T. will maintain full radio contact .. MEMORANDUM OF MEETING PAGE TWO between their trucks and the site, and will furnish a full organizational chart of hauling personnel. The~ estimate they will haul approximately 31,000 cubic yards of material ~rom the roadsides, plus 8,000 cubic yards from the stockpile at Fort I Bragg, for a total of approximately 39,000 cubic yards of PCB mater~al. They will wet the material while loading and cover all trucks dµring hauling, but dust still may be a problem during spreading at. the site. If so, the Contractor will be responsible for watering. I Mr. Haskins is designated as the official state spokesman for the project, with Mr. Edmonston as backup. They will handle all contacts with the press or the public. They will issue press releases regarding the project, and will have a toll free number inl the Department of Human Resources for public information. Mr. Crisp stated that the Contractor will inform their personnel that any questions f rom the public or press regarding the project will be directed to the St ate. Sverdrup & Parcel representatives on the project will also direct any such questions to Mr. Haskins. This project is considered very sensitive and there has been public opposition to its construction. Mr. Phillips s ~ated that the DCC & PS has contacted the County Sheriff and the Highway JPatrol and they will be available in case any problems arise. The Stdte will ensure that no public or press disrupt the Contractor's work I operations. Mr. Crisp stated that the Contractor will not work under hazardous conditions. I The various State Departments will erect any necessary signs, gates, etc. to make the site secure. Mr. Boone and Mr. Biechler were identified J s Sverdrup & Parcel's representatives on the project. It was made clear that all instructions to the Contractor will be made only by or throhgh Sverdrup & Parcel's project representative. Jim Lineberger, Jr. will be the Contractor's ful{-time representative on the project, with Brent Crisp periodically. The Contractor intends to sublet the construction of the monitoring wells,! fence, PVC liners, and possibly seeding, but subcontractors have not be~n selected as yet. The Contractor will notify Sverdrup & Parcel as soo~ as subcontractors are selected. Soil & Material Engineers, Inc., of Raleigh, NC was identified as the materials testing agency for the project. They will staff the project with sufficient personnel to perform all necess ary materials testing, beginning June 22, 1982. 1 As required by contract, all payments to the Contractor will be made on a monthly basis, as outlined in the General Conditions. Prior to submitting his first request for payment, the cohtractor will submit to Sverdrup & Parcel a schedule showing a breakdown of the contract price into values of the various · parts of the work, for use in estimating per cent completion and approving payments to th~ Contractor. .,,.
