The N.C. Solid & Hazardous Waste Management Branch will be responsible for the perpetual monitoring of the landfill . 2. Briefly describe the landfill monitoring program. The monitoring program .will consist of chemical analyses of waters and sediments from specific locations around the landfill as well as routine inspections of the leachate collection system. · Four ground-water monitoring wells and four surface water locations will be sampled three times prior to deposition of the PCB materials , twice during the landfill operation, and twice yearly following the landfill closure . In addition, sediment samples will be taken at all surface water sampling points using the same water monitoring schedule. The leachate collection system will be inspected on a monthly basis . Any contaminants found in· the leachate collection system will be disposed out of state. 3. What will happen if,the monitoring program detects migration of PCBs from the landfill? 'Th~ landfill monitoring program is designed t o detect potential PCB migration at the earliest p03 sible time. This would provide ample opportunity to locate the specific cause of the migration and initiate appropriate remedial activities.
