Phillips, a special assistant in the de-
partment, said Monday he received the
letter Friday and hasn't had time to re-
spond to it yet.
However, he said he will respond as
soon as possible. He said the questions
all have been covered before, noting that
the commissioners raised them again
now because of concerns of a delegation
of 75 citizens who attended a special
