The ope.::ation plan will be followed, as approved (761.41 (b} (8 ) (:.i}). C. Recorcs ·..;ill be rrai:-ita:.r.ea and su.t.rnitted to the Regional Aci.oinistrator within 90 days of closure (761.41 (b) (8) (IV}). D. The fen:e, ·gate, and access road shall t,e maintained in gooo working order as long as fX)st closure rronitoring is required. E. Report to LPA Region IV ac:-.y instance of detection of .PCS's through the rron:~oring progr~~ irr;nediately. F. Designat<:: a State departrr£:ntal person who will be responsible for operat:c:1 and for r:;ost closure rontjoring prior to initiation of construction (761. 41 \c) (5)). G. Notify E?~ Region IV 30 days prior to transferring responsibility for ope:a_tion or any change in ow-r.ership (,61. 41 (c) (7 )). H. ~nitoring Program l. Samples should be collected ana analyzed in accordance with EPA approved procedures. 2. Ground Water a. Backgrou.~a -E~ch well must be sa~~led at least three times and the data submitted to Re~ion IV prior to 2.ny disposal. A rninimu~ of one week should elapse between sampling. At each sampling a minirnillTl of two replicate measurements for each value or concentration should be made. IC ,-------------------------- b. During Operation -Dwring operation or for a period of one year , whicheve r is shorter, all ,,;0lls must be sa;.pleo rronthly. c. ?ost Closure -Each well must be SoJ,pled on a semiannual basis. 3. Surface Viater 4. a. Background -EPA ~eg i on IV will designate s urface water sampling locations. These locations will include, at a minirr.um, t'wO (2) sampling J;X)ints per surface water body (one upstrec.m and one downstream). Each of these J;X)ints will be s~"Tlpled each time the bac ksround samples are ~aken for ground water quality. b. During Operation -Each of t he designated surface water sarr.pling points will be sampled rronbly during operation of the facility . c. Post Closure -Each of the designated surface water sa."Tlpl.:.ng J;X)ints will be sampled on a semiannual basis during the ;:ost closure period. Char~ges · in ?rograrn Upon a determination by the State or EPA that containment has fai:ed, the sarrpling frequency of either ground or surface water sampling may be ~ooified. EPA may also require the ins~allation of additional ~onitoring wells and an expansion of G~e list of mnitoring parameters. 5. Well location and screened elevations s~all be coordinated with EPA ~gion IV in the field or by .;_: ?lephone as app ropriate.
