RE: Erosion Control Plan
PCB Disposal Site
Warren County
We have complet ed our review of the sediment and erosion control plan
for the subject project. We are satisfied that it will meet the require-
ments of Section .0017 of the North Carolina Administrative Code, Title 15,
Chapter 4, with the following modifications:
1. A brush barrier constructed according to the enclosed detail
or a silt fence installation or another acceptable alternate
must be provided to control sediment during construction of
the holding pond and the diversion berm just uphill of the
area.
2. The proposed silt fence installation must be modified at
the northeast corner of the landfill to insure that it
will extend downhill of the proposed fill material.
3. The toe of all silt fence installations must be buried in
a trench with the backfill tamped.
4. All temporary sediment control devices must be installed
prior to the beginning of grading and they must be main-
tained at a minimum of 50% of the original sediment storage
capacity. In addition, temporary sediment control devices
must not be removed until the areas they serve have been
stabilized.
5. All disturbed areas must be provided with a ground cover
sufficient to restrain accelerated erosion within 30

working days or 120 calendar days, whichever period is shorter,
upon completion. Slopes must be stabilized within 30 working
days following completion of any phase of grading.
6. Asphalt tack or another acceptable anchoring material should
be required following Section 21 4.3. Also, the application rates
should be provided for mulch and tack.
Approval is subject to satisfactory performance of the erosion control
measures under field co.nditions. Should any of the measures fail to pro-
vide effective control, additional measures may be required.
North Carolina General Statute 113A-6l(d), reserves the right of inspec-
tion of the site by our staff to determine compliance with the approved plan.
We request notification of our office once proposed work begins so as to
make an inspection of the installed erosion control measures before the
commencement of proposed grading.
North Carolina General Statute 113A-51, as amended in 1975, expresses
the General Assembl y's intention that preconstruction conferences be held
among parties affected by a sedimentation control plan, subject to the
availability of staff. As minimum, representatives of the owner, designer,
contractor, and our staff should attend this conference. Please advise us
when the meeting can be held.
If construction does not commence within one year of this letter, the
approval is void and a resubmittal of plans will be required.

DETAIL OF BRUSH BARRIER
Place brush, logs and tree laps approximately parallel to toe
of fill slope with some of the heavier materials being placed
on top to properly secure the barrier as detailed above to
allow water to filter through brush barrier. Intermingle the
brush, logs and laps so as not to form a solid dam.
The brush barriers may be constructed with mechanical equipment.
