Box 27687 Raleigh, NC 87611 Subject: PCB Waste Disposal Site Warren County, NC Gentlemen: Code 14900 Item 1111-1990 Response to EPA Comments We submit herein our response to the comments in the US EPA, Region IV, letter dated November 10, 1981. The responses are numbered/identified the same as in the referenced letter, (a) through (c) No response required (d) Post closure surveilance will be handled by the State through one of the State Agencies, Police, DOT, etc. (e) Sediments and the liner from the silt pond are to be removed and enclosed within the landfill prior to final closure. This is specified in the specifications, page lSA-4, paragraph 5.6. (f) We, the consultant, can assure this only if our contract with the State is extended to cover full-time inspection. (g) Specification page 2D-l, paragraph 2.2, specifies that final locations and depths of groundwater monitoring wells shall be determined in the field. Field conditions may show that a cluster of wells will be needed to adequately monitor the groundwater. (h) The area in question is on a hill and as best as can be determined from the data available at this point in time, there is not a major fluctuation in groundwater.
