Scarbrough, Chief Residuals Management Branch U.S. Environmental Protection Agency Region IV 345 Courtland Street Atlanta, Georgia 30365 Dear Jim: Attached you will find our engineering firm's response to your com- ments submitted to us in a letter dated November 10, 1981. I believe they are self-explanatory. I would, however, like to comment on two of the responses as follows: (f) -It is the intent of the State of North Carolina to have full- time inspectors during all phases of construction, operation and cl o sure. (Post Closure Procedures) -State personnel checking the monitoring wells will be assigned the additional duty of inspecting the site ·for vandalism. If in your opinion, inspectors for vandalism need to be made more frequently than this, we can assign this responsibility to one of several state agencies, i.e. State Highway Patrol, Department of Transportation, Forestry etc. Please advise if this will be necessary. Thank you for all of your help in the past and any assistance you could give us to expedite your response to this letter would be greatly appreciated. We are attempting to advertise for bids and let the contract for construction at the January 14, 1982 meeting of our Capital Building Authority.
