The specifications that my clients would require for the
PCB disposal site in Warren County are:
(1) The soil for the liner would have to come exclusively
from the B horizon in the soil profile. To determine exactly
where the B soil is, a detailed subsoil map would have to be pre-
pared by a certified soil scientist.
(2) The clay liner in the same thickness must be under the
side slopes, as well as on the bottom of the trench.
(3) The liner material is to be treated with tetrasodium
pyrophosphate (TSPP) at six inch horizontal intervals prior to
compaction to 100% of maximum density. The TSPP is to have the
characteristic that 95% of it will pass through a No. 30 sieve,
and less than 5% of it will pass through a No. 100 sieve. The TSPP
is to be applied at a rate of greater or equal to .05 pounds per
square foot. The outer 36" of the clay liner is to be treated in
this manner.
(4) The inner 12" of the liner is to consist of a
blend of two parts of the local B horizon clay to one part montmoril-
lonite, compacted to 100% of maximum density. The montmorillonite
clay is to have the charactertistic that 60% of it on a dry weight
basis will be less than or equal to .002 millimeters in size.
(5) A gravel or sand layer of 12" is to be placed inside the
inner liner.

(6) The cap or cover of the deposit is to be constructed in
the same manner as the bottom and sides, except that instead of a
12" gravel or sand layer inside the liner, there is to be a 12"
gravel layer outside the liner, and 24" of topsoil are to be placed
over that.
