Hyde, Secretary In order to ascertain the exact concentrations of PCB now existing. along the 210 miles of contaminated highway shoulders, I have today met with certain members of your staff and we have agreed on a sampling technique that we believe will furnish us the desired information. The staff members that I met with were Mr. L. Page Benton, Jr., Mr. Vance Holt, Mr. Darwin Coburn and Mr. Ray Kelling. It is my understanding that a minimum of three samples will be taken per spill with some of these being taken alongside a level portion of ~he road, one taken going uphill and another taken going downhill in order to ·obtain concentrations caused by possible speed changes in the vehiGle which was dumping the material. I further under~tand that the verticl~ profile will be as .follows: 0-1", l"-3", 311 -6 11 • In order to locate the relatively narrow band of contaminate within the area that has been treated with acti- vated carbon and liquid asphalt, it is my understanding that five 6 inch-wide samples will be taken beginning at the edge of the pavement and extending out onto the shoulder. Inasmuch as this has been given a top priority status, I am told that by calling in extra personnel from your regional officesand by operating the lab virtually on a 24-hour, seven-day week schedule, that we can obtain all of the results within 14 to 21 days from tomorrow, January 25 1 1979. It will be most helpful if we could have from your lab the results per spill area as opposed to waiting for all of the data. Your personal assistance in this matter will be greatly appreciated.
