On behalf of National Starch & Chemical Company (NSCC), Blasland, Bouck, & Lee, Inc., an
ARCADIS Company (BBL) has prepared this work plan to propose additional soil investigation activities
for Operable Unit 4 (OU4) at the Cedar Springs Road Plant Site (Site) in Salisbury, North Carolina
(Figure I). Based on recommendations from the 2006 Phase II Natural Degradation Treatability Study
(NOTS) Five Y car Monitoring Report (BBL, 2006), additional soil investigation activities are proposed to
delineate shallow soil impacts (less than IO feet below ground surface [bgs ]).
Analytical results from previous soil investigation activities indicate that 1,2-dichloroethane ( 1,2-DCA)
was detected above the OU4 Record of Decision (ROD) Performance Standard of 169 ug/kg at 25 of 71
soil boring locations in the Phase II NDTS. At IO of these locations, 1,2-DCA was detected above the
ROD Performance Standard in samples collected between ground surface and IO feet bgs. Appendix A
presents the historical analytical results for these 10 sample locations. Therefore, additional soil sampling
is proposed to horizontally delineate these soil impacts.
Proposed Soil Sampli11g Activities for Deli11eatio11
The objective of the soil sampling program will be to horizontally delineate shallow soil impacts above
the ROD Performance Standard for 1,2-DCA. Based on results of the Phase II NDTS, 15 soil borings
will be' advanced to a total depth of 10 feet bgs in OU4. Figure 2 presents proposed soil boring locations.
At each soil boring location, soil samples will be collected to horizontally delineate 1,2-DCA impacts
observed during the Phase II NDTS. Table I presents proposed soil sample intervals to horizontally
delineate 1,2-DCA impacts.

Soil borings will be advanced using GeoProbeTM direct push technology. Continuous soil samples will be
collected using four-foot long, approximately 2-inch inner diameter (ID) stainless steel split spoon
samplers with disposable acetate liners from ground surface to IO feet bgs or refusal. Each discrete
interval will be logged for lithologic properties including soil type, color, moisture content, etc. In
addition, visual observations will be noted regarding observed odor, staining, and relative volatile organic
compound (VOC) concentrations as measured with a photoionization detector (PII)) from soil head space.
A soil sample will be collected from a discrete 12-inch soil sampling interval as indicated in Table I.
Sample intervals were selected based on historical results of Phase II NOTS.
Collected samples will be packed on ice, cooled to approximately 4 degrees Celsius, and shipped along
with appropriate chain-of-custody documentation to Severn Trent Laboratories (STL) for chemical
analysis. Soil samples will be submitted to STL for volatile organic compound (VOC) analyses by
US EPA Method SW-846 8260B. The requisite number of quality assurance/quality control samples will
be collected including blind duplicates, field blanks, matrix spike/matrix spike duplicates, and trip blanks.

Following completion of soil sampling activities, the northing, easting, and elevation of each soil boring
sample location will be measured and recorded by Taylor, Wiseman, & Taylor (TWT), a North Carolina-
Licensed Land Surveyor.
Non-disposable sampling equipment will be decontaminated before and after each sample is collected.
Soil sampling and decontamination activities will be conducted in accordance with the procedures
outlined in the United States Environmental Protection Agency (USEPA) Region IV Environmental
Investigations Standard Operating Procedures and Quality Assurance Manual (EISOPQAM [USEPA,
1996]).
Proposed /11-Situ Waste C/raracterizatio11 Sampliug Activities
Subsurface soil sampling is also necessary to perform in-situ waste characterization to support evaluation
of excavation with off-site disposal as a potential remedial alternative. Soil samples will collected from
each boring location and will be composited into three waste characterization samples. Waste
characterization samples will be collected from an interval of 9.0 to 10.0 feet bgs as shown in the table
below.

The waste characterization samples will be analyzed for toxicity characteristic leaching procedure (TCLP)
compounds, including volatiles, semi-volatiles, and metals; Resource Conservation and Recovery Act
(RCRA) characteristics, including ignitability, corrosivity, reactive cyanide and reactive sulfide; priority
pollutant volatile organic compounds (PP VOCs) by USEPA Method SW-846 8260B; priority pollutant
semi-volatile organic compounds (PP SVOCs) by USEPA Method SW-846 8270C; and priority pollutant
metals by US EPA SW-846 Method 60 I OB.
Proposed Be11c/r Scale Test
A bench-scale treatability study will be conducted at the ARCADIS treatability laboratory located in
Durham, North Carolina to establish the design parameters for soil mixing with persulfate to treat 1,2-
DCA in soil.
Bulk samples of impacted soil will be collected and stored in two (2) five-gallon buckets with lids and
shipped or delivered to the trcatability laboratory. Soil samples will also be collected and submitted to
STL for VOC analyses by USEPA Method SW-846 8260B; total organic carbon (TOC) by MSA Walkley
Black; inorganic iron, manganese, and arsenic by USEPA Method SW-846 6010B; and grain size

distribution by ASTM D422. Based on results of the Phase II NDTS, bulk soil samples will be collected
at sample locations SB-175B and SBA2-09 using the soil sample methodology described above.
Analytical results for the VOCs and metals will be used to calculate the theoretical load of the persulfatc
amendment necessary to oxidize the starting concentration of 1,2-DCA in soil.
A complete protocol for the bench scale test will be prepared prior to conducting the treatability study. ln
general, several aliquots of impacted soil will be treated using various strengths and volumes of
pcrsulfate, and using various activation agents including, but not limited to, a divalent metal catalyst such
as iron or an alkaline activation agent such as lime slurry. A control sample will also be established, and
analyzed at the same intervals as the various treatment samples.
It is important to note that the bench-scale trcatability study is likely to overestimate the success of
persulfate treatment due to the ease of mixing in the laboratory relative to the difficulties of mixing at
full-scale in the field. In addition, all samples subjected to alkaline activation agents will be further
analyzed for compactability upon completion of the treatability study. Since soil are reportedly high in
clay content at the Site, it is possible that high pl-I may compromise structural integrity of the soil, and fail
to meet the compaction requirements necessary for load-bearing concrete.
Soil investigation activities arc scheduled to be implemented in January 2007. Results of the proposed
additional sampling will be used to evaluate potential remedial alternatives for soil at OU4 and
incorporated into a Supplemental Feasibility Study for OU4.
