On behalf of National Starch & Chemical Company (NSCC), Blasland, Bouck & Lee, Inc. (BBL) is
transmitting results of the first annual sampling event of the Phase II Natural Degradation Treatability
Study (NOTS) for Operable Unit Four at the Cedar Springs Plant Site located in Salisbury, North
Carolina. Figure I is the Site Location Map and Figure 2 presents the Site Map. The Phase II NOTS
activities are described in the Phase II NOTS Work Plan for Operable Unit Four (OU4) (BBL, January
2000). The Work Plan was conditionally approved by the United States Environmental Protection
Agency in a letter dated June 25, 200 I. This letter presents a description of the field activities and
analytical results. As described in the Work Plan, a comprehensive review of the Phase II NOTS will be
performed after five annual sampling events have been completed.
Results from the first annual Phase II NOTS sampling event indicate:
• Samples collected from selected locations where previous sampling indicated elevated
concentrations of 1,2-dichloroethane (1,2-DCA), show decreased concentration with time; and
• Samples collected from locations near the Northeast Tributary exhibited no soil impacts. Thus
natural attenuation has been successful in reducing concentrations to the Record of Decision
(ROD) performance standard or the initial estimate of impacted material is significantly greater
than actual mass.
The remainder of this letter report will describe the field activities, results and future activities.

Soil samples were collected from locations in OU4 during November 6 to 13, 2001. Five pairs of soil
borings were performed in randomly selected blocks of the grid covering Area 2. The grid and locations
of the soil samples are shown on Figure 3. At each location split spoon samples were collected using a
geoprobe from the ground surface to either the water table or refusal of the sampling device. Photo-
Ionization Detector (PIO) readings were collected from the length of the soil column and recorded in the
project field book. A soil sample was collected for laboratory analysis from the 6-inch soil interval
exhibiting the highest PID readings. For the paired samples, the intervals of sample collection were
consistent in depth (no greater than two feet difference). Soil samples were analyzed for volatile organic
compounds (VOes), nitrate, sulfate, iron, chloride ions, and total organic carbon. Table I presents the
highest PIO reading from each 2-foot interval of the randomly selected soil boring location and the
interval from which the soil sample was collected. Table 1 also presents the depth at which boring was
terminated, either due to encountering the water table or refusal of the sampling device.
Soil samples were collected from five locations in Area 2 previously sampled during the Remedial
Investigation (RI). At each location, split spoon samples were collected using a geoprobe from the
ground surface to either the water table or refusal of the sampling device. A soil sample was collected for
laboratory analysis from the interval where the highest 1,2-dichloroethane ( 1,2-DeA) concentration was
observed during the RI sampling. The soil boring was screened with a PID and if a soil interval exhibited
a higher PID reading than the interval sampled during the RI a second soil sample was collected from the
interval with the highest PID reading. The following table indicates the samples collected from the
previously sampled locations .

A soil sample was not collected from the 19.5-foot interval at location SBA2-08. During sampling at this
location, saturated conditions were encountered at 18 feet bgs, a sample was collected at the deepest dry
interval (17.5 to 18 feet bgs) and submitted to the analytical laboratory. Soil samples were collected
continuously every six inches from location SBA2-09 and SBA2-20 to evaluate the concentration of 1,2-
DeA throughout the entire soil profile.
Soil samples were collected from two locations in the Lagoon Area previously sampled during the RI.
Similar to the sampling procedure for Area 2, split spoon samples were collected using a geoprobe from
the ground surface to either the water table or refusal of the sampling device. A soil sample was collected
for laboratory analysis from the interval where the highest 1,2-DeA concentration was observed during
the RI sampling.
An additional soil gas monitoring well (SGMW) was installed in a background location. SGMW-4 which
was intended to be a background monitoring well exhibited concentrations of 1,2-DeA during previous
sampling events. Soil samples were collected at the prospective location and depths for SGMW-9 and
analyzed for voes to ensure that the location would provide data from an unimpacted area of the site.
Table 2 presents the results from the soil sample. No voes were detected in either of the samples and

Table 2 presents the results from the soil sample. No VOCs were detected in either of the samples and
SGMW-9 was installed in the northeast comer of the fenced area of the· facility. SGMW-9 was
constructed with a screened interval from 2 to 4 and from 6 to 8 feet below ground surface, consiste.nt in
construction with the other SGMWs.
Soil gas samples were collected from two intervals at each of the nine SGMWs at the site. Soil gas
samples were collected using laboratory-supplied stainless steel summa canisters. The summa canisters
filled passively at a rate of approximately 50 milliliters per minute.
Results
Table 3 presents results of soil samples collected from the Area 2 grid. Only VOCs which were detected
in at least one sample are included in Table 3. Concentrations of 1,2-DCA and daughter products
chloroethane, vinyl chloride, and chloride ions are presented on Figure 4. Concentrations of 1,2-DCA are
less than the ROD performance standard of I 69 ug/kg at 19 of the 27 locations sampled. The soil
samp_les collected in the vicinity of the Northeast Tributary had no detections of 1,2-DCA.
Table 4 presents the results of the soil samples collected from the five previously sampled locations in
Area 2. Historical 1,2-DCA analytical results are presented on Figure 5. At each previously sampled
location, a soil sample was collected from the interval sampled during the RI, as well as the interval with
the highest PIO reading, if this interval differed from the RI-sampled interval.
The following table presents the reported 1,2-DCA concentrations from the· RI samples and the
corresponding NOTS Phase II samples.

The concentration of 1,2-DCA in the NOTS Phase II samples is less that that of the RI samples with the
exception of SBA2-08.
Table 5 presents the results of the continuous soil samples collected from SBA2-09 and SBA2-20. At
SBA2-09, the greatest 1,2-DCA concentrations are observed in the shallow soil and the greatest observed
concentration of 1,2-DCA is shallower than the interval sampled during the RI. At SBA2-20, 1,2-DCA
concentrations appear to increase with depth in the soil sample and the greatest observed concentration of
1,2-DCA is deeper than the interval sampled during the RJ.
Results of the Area 2 soil sampling indicate:

Comparison of these results to representations of soil quality in the RI indicates the area of
impacted soil is less than the inferred area of impacted soil in the RI. Thus natural attenuation
has been successful in reducing concentrations to the ROD performance standard or the initial

• Collection of samples from selected locations where previous sampling indicated elevated
concentrations of 1,2-OCA shows decreased concentration with time. Although the data indicate
decreases in concentration, estimation of site specific degradation rates is premature because
natural degradation processes typically are not linear. Future samples collected in the vicinity of
these samples will provide data that will be used to estimate site-specific 1,2-OCA degradation
rates.
Table 6 presents the results of the soil samples collected from the two previously sampled locations in the
Lagoon Area. Figure 6 presents the historical 1,2-OCA analytical results for samples from the Lagoon
Area. The concentration of 1,2-OCA in soil boring SBLA-13 during the RI sampling was reported to be
16,000 ug/kg (I 1.5 feet bgs). The NOTS Phase II sample in soil boring SBLA-13 from the interval l l to
11.5 feet bgs has a 1,2-OCA concentration of 1,500 ug/kg. The concentration of 1,2-OCA in soil boring
SBLA-14 during the Rl sampling was reported to be 290 ug/kg (3.5 ft bgs). The NOTS Phase II sample
in soil boring SBLA-14 from the interval 3 to 3.5 ft bgs has a non-detect concentration of l,2-OCA at 7.6
ug/kg.
Table 7 presents the results of the soil gas samples collected from the 9 SGMWs. Only VOCs which
were detected in at least one sample are included in Table 7. Figures 7 and 8 present the historical 1,2-
OCA concentrations from the SGMWs in the shallow and deep monitoring intervals, respectively.
SGMW-9 and SGMW-4 have no detections of I ,2-OCA or its daughter products.
Future Activities
The second annual sampling event of the Phase II NOTS will occur in November 2002. The following
Area 2 grid sampling locations will be resampled in 2002, SB-012B, SB-l24A, SB-124B, SB-146A, SB-
146B, SB-199A, SB-229A, SB-229B. Twelve Area 2 grid sampling locations will be eliminated as l,2-
OCA was not detected at the location. Of the twelve locations to be eliminated, ten of the locations are
paired samples from five grid blocks. In 2002, five grid blocks will be randomly selected and two
samples will be collected from each grid block. Two additional grid blocks will be selected to replace the
two additional samples to be eliminated.
Four of the five resampled Area 2 locations have detections of 1,2-OCA. These four locations will be
sampled in 2002. The fifth location, SBA2-l 6, will be eliminated from the sampling program. In the
Lagoon Area, SBLA-13 has a detectable concentration of l,2-OCA and will be sampled in 2002. SBLA-
14 will be eliminated from the sampling program as 1,2-OCA was not detected in this sample.
The following table lists the soil samples that will be collected during the November 2002 sampling
event.

At the conclusion of the fifth year of sampling a final report will be prepared. The final report will
contain: the data collected during the field activities; analysis of the field data with respect to an
estimation of the mass of 1,2-DCA present and degradation rate of 1,2-DCA in the soils; and analysis of
1,2-DCA degradation pathways using the parameters collected during the field sampling.
